An exciting opportunity is available for an enthusiastic and dynamic experienced clinician to lead our clinical commissioning team within our learning disability and autism programme. The post holder will support the Trust and ICS's commitment to deliver the ambition of the national learning disabilities and autism programme through ensuring people, adults and children, are supported in the most appropriate setting to meet their needs.

You will be joining at a key point in the teams journey as the function is planned to move from the ICB to the Trust to enable the seamless provision of care for our population. This post will therefore be subject to a TUPE transfer process to the ICB.

Your leadership and vision will be key to continue to develop and shape the team as we move forward.

Main duties of the job

To achieve this the postholder will be lead the clinical commissioning team to commission highly personalised care and support packages to enable people to live meaningful lives in the community in settings which are sustainable, high quality and safe, living as part of the community to allow people to thrive and live their best life.

The post-holder will be responsible for leading either the discharge or community hub team, providing leadership and day to day management of the team, ensuring delivery of the team function to enable the Trust to achieve the learning disability and autism programme ambitions.

The postholder will build and maintain strong relationships with system colleague to support overall delivery of the programme, and to provide appropriate clinical challenge to ensure people are supported within the most appropriate settings to meet their needs. Please see job description for full details of role and key duties, you will be a mental health or learning disability qualified nurse, be able to demonstrate clinical leadership, ideally have worked within the programme previously and will have an in-depth knowledge of the Mental Health Act, Mental Capacity Act and of relevant legal frameworks.

Person Specification Qualifications Essential
  • Registered Mental Health or Learning Disability nurse with active NMC PIN
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
Experience Essential
  • Significant experience of delivering performance management information and analysis
  • Significant experience managing a service within the NHS.
  • Proven ability to train, support and develop staff in the use of multiple information systems
  • Experience of working with the National framework for NHS continuing healthcare and NHS-funded nursing care and other Frameworks
Knowledge and skills Essential
  • Expert understanding of the current national policies and guidance of priorities, associated with reporting in relation to national and local data and information requirements
  • Expert understanding of and background to the aims of national healthcare policies.
  • Expert knowledge and experience of delivering project and programme management techniques and methodologies
  • Expert understanding of Microsoft Office Suite including Advanced Excel, Access, Word and Excel spreadsheet modelling.
  • Expert understanding of relational databases, and of reporting from SQL Server and SSRS (SQL reporting studio)
  • Experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
  • An understanding of service improvement methodologies and experience of using such, for instance Lean.
  • Strategic thinking - ability to anticipate and resolve problems before they arise
