We are looking for a Clinical Services Manager with passion and commitment to getting it right for children and young people.

As Clinical Services Manager your role will be across both clinical leadership and operational management to be able to lead on workstreams which will have a direct influence on the quality of clinical delivery. You will directly oversee the Specialist CAMH Services and Mental Health in Schools Teams in our CAMHS Service line. This post will suit those who are flexible and creative in their approach and enjoy working in partnership with others to achieve the best outcomes for children and young people. There is a high level of opportunity for the post holder to directly shape and influence the direction and quality of our service provision. You will be highly experienced in understanding the needs of children and young people with mental health difficulties and their families and will be committed to co-production and partnership working. You will demonstrate exceptional communication skills and be able to articulate the evidenced health needs of children and young people across a strategic landscape. You will be committed to quality assurance processes and you will be expected to maintain and build on our reputation for outstanding healthcare.

Main duties of the job

This role covers Solent NHS Trust Children and Family Services across Southampton and Portsmouth and is part of the Senior Leadership team across the CAMHS and SEND portfolio of services for Solent NHS Trust.

Solent's integration programmes and wider sustainability and transformation plans signals the direction of travel for the service which, as well as ensuring the integrity of the Solent wide service line, needs to increasingly align and integrate with other children's services from both the local councils and other community providers including the voluntary sector.

The post holder will be strategically accountable for the clinical and operational delivery of CAMH Services across Southampton and Portsmouth. With a strong focus on strategic governance, professional leadership and development within a named programme of care. It is anticipated that the responsibility split will be 50% operational activities and 50% clinical leadership.

The post holder will be expected to be able to adapt to the changing requirements emerging over time and support changes to both the service delivery model and staffing structures.

Job description Job responsibilities

Clinical and Professional

*To ensure the effective and safe delivery of services to deliver good quality, user experience and clinical outcomes.

*To ensure clinical and operational management and integrated governance systems are delivered, including those across organisational boundaries. This includes processes for SIRI's, complaints, incidents and audits.

*To provide managerial leadership within the service line, at all times quality assuring the service alongside the quality and governance lead for the service line.

*To liaise with children, families and carers as required including in emotive and complex situations and ensure co-production.

*Accountable to the Head of Service, Clinical Director and Operations Directors for the delivery of key performance, quality, staffing, governance and financial targets for those areas within the designated portfolio.

*Ensure that agreed delegated financial performance objectives are signed off and met.

*Ensure KPIs and information requirements are met within the designated portfolio.

*Work collaboratively with the senior leadership team and corporate partners to ensure smooth and effective corporate support to the service line.

*Work with the information team and quality directorate to introduce indicators systems which are accessible, presenting trend analysis and exception reporting for the programme of care.

*Act as the service line lead contact for complaints and serious incident investigations relating to the programme of care.

*Support the management of complex consultations on service changes or service reconfigurations.

*Provide information and professional advice to the Head of Service, Clinical Director and Operations Directors on all professional and managerial matters within the programme of care, specifically raising any concerns and escalating to the Head of Service / Clinical Director / Operations Directors as required.

*Ensure that the Head of Service, Clinical Director and Operations Directors are properly advised of major issues, practices and policies affecting the service including national developments that relate to the programme of care and to translate guidance into practical delivery in the service line.

*Take on service wide leadership of specific projects if so requested by the Head of Service /Clinical Director / Operations Director.

*Provide mentorship and support for other management staff within the service line or wider divisions.

*Deputise for the Head of Service, Operations Directors & Clinical Director as required at relevant forums and more generally as delegated on a day-to-day basis.

*The role will be called upon to conduct investigations into SIRIs or HR issues and to support clinical services as required.

*The post holder must have experience of managing clinical services at an equivalent senior level

Communication

*Develop constructive relationships across the delivery systems with principally the acute sector, social care, council services, voluntary sector and primary care across programme of care.

*Be Solent's representative as the single point of contact for commissioners for the designated programme of care. This will involve work with senior commissioners at NHS England, local Commissioners with ICS's and the Integrated Care Board.

*Act as a lead influencer across the designated programme of care within the service and externally.

*Promote and develop locality and regionally based collaborative working to deliver agreed specifications and models of practice across programme of care.

*Strategically lead project development as requested.

*Communicate as a champion for participation and co-production and afford leadership capacity to embed this agenda.

*Ensure effective communications with staff, users and key partners ensuring that the public image of Solent NHS Trust is of high order.

Knowledge, Education and Training

*Undertake training and personal development to maintain and develop clinical and leadership skills.

*Work at all times within Professional Code of Practice for your relevant professional body, whilst maintaining current registration status.

*Participate in appraisal and objective setting process and identify and meet PDP needs.

*Seek and receive regular planned management and clinical supervision.

*To complete mandatory training as required in Solent NHS Trust.

*Ensure compliance with any policies and procedures in relation to infection, prevention and control.

*Ensure self and staff are aware and fulfil their responsibilities in relation to safeguarding children, and vulnerable adults, and the specific responsibilities placed on individuals who care for such clients/patients.

*Ensure compliance by self and staff with the Trust's policy on confidentiality and the Data Protection Act 1998 as amended relating to information held manually or on computerised systems. They and their staff are required to respect the confidentiality and privacy of clients and staff at all times.

*To ensure self and staff maintain a constant awareness of health, welfare and safety issues affecting you, colleagues, patients and visitors, reporting any accidents or fault in line with Trust policy. To fully participate in health and safety training.

*To participate in personal training and development, including the appraisal process and attend all relevant training courses as required.

Management and Leadership

*Ensure that effective staff management is in place throughout the designated portfolio of operational management to ensure the development and deployment of workforce capacity and capability and that the services have appropriately staffed at all times.

*Ensure there is on-going professional development and lifelong learning for professional groups within the designated programme area; comprehensive compliance with essential training with the management portfolio and effective supervision and appraisals.

*Ensure competency frameworks for programme of care skills map across the competency frameworks for nursing & AHP staff at a service line level, informing trust wide developments and relevant national standards.

*Ensure strong management and facilitation of HR processes including absence, disciplinary, performance issues and grievances.

*Facilitate a matrix management model of professional leadership for the designated programme of care workforce to meet national and Trust-wide standards.

*Generate high levels of staff motivation, contribution and performance to demonstrate an engaged and empowered workforce.

*Lead a strong and dynamic team providing vision and direction across the designated programme of care.

*Establish the development and implementation of service line management, creating a culture and vision for the programme of care that embraces change.

*Advocate the service line and Trust in its strategic objectives and fully participate as a member of a number of service line and Trust committees.

*Support the Head of Service to bid for new business, and for mobilisation and demobilisation of project groups across programme of care.

*Develop and reinforce Solent NHS Trust as a provider of excellence by developing positive and responsive relationships with external and internal stakeholders.

*Promote and model mature market relationships and behaviours within the service line so that all staff represent Solent in an exemplary fashion with users and stakeholders

*Ensure self and staff adhere to the Trust's policies and procedures at all times, ensuring that they and their staff comply to the Trust's standing orders, standing financial instructions, policies, procedures and guidelines, including taking all reasonable steps to manage and promote a safe and healthy working environment which is free from discrimination.

Person Specification Qualifications Essential
  • Master's degree level or equivalent experience
  • Management training / qualification or equivalent experience
  • In date clinical / professional qualification & registration with professional body i.e., NMC or equivalent
Experience Essential
  • Experience of leading in a similarly complex environment, across organisational boundaries.
  • Experience of delivering integrated services by leading multi-disciplinary teams, equivalent to post graduate level.
  • Experience of leading CAMH Services.
  • Experience of developing teams to achieve stretching objectives and performance targets
  • Experience of managing budgets and sizable workforce -- accountable for direct line management
  • Experience of delivering complex services or work programmes at scale and pace, with innovative design approaches proven through outcome delivery
