This position offers an excellent opportunity to engage with senior leaders, project managers, technical experts, external suppliers and leading clinicians pushing the boundaries of patient care. As an active member of the dynamic CPO team, you will work with project delivery teams across the Trust providing essential project management support and driving improvement initiatives. Our team is responsible for managing the prioritization and portfolio management process, maintaining the Trust's five-year capital plan, and supporting the delivery of major strategic programmes within our clinical groups.

Your role will be responsible for supporting the financial management of capital projects ensuring accurate reporting of costs, forecasting and identification of risks. You will work within the Portfolio Office team but with a professional dotted line into strategic finance to support your professional development.

To be effective in the role, you will already have experience both of providing effective financial management and challenge, as well as working on complex change programmes. Main duties of the job

Financial Management: Responsible for supporting the financial management of capital projects ensuring accurate reporting of costs, forecasting and identification of risks.

Key liaison point between finance and capital project teams ensuring the correct financial governance and controls are in place. Provide both support and challenge to project teams in all aspects of financial management including forecasts and business case development.

Training: Provide training to non-finance project staff in respect of finance policy ensuring these are regularly updated to meet changing regulations. Act as the subject matter expert on finance processes within the portfolio office team.

Lead and deliver special projects as required by theHead of Major Programmes.

Job responsibilities

Financial Support to Projects
  • Support project teams in completing forecasts and take ownership for processes for collating and challenging capital forecasts as reported within Trust governance.
  • Ensure monthly accruals are evidenced and complete in a timely fashion to ensure accurate financial reporting.
  • Work with capital projects and assets team to ensure a single version of the truth in respect of financial reporting.
  • Act as an interface between finance and portfolio leads.
  • Assist in defining and upholding policy for project finances and ensuring alignment to accounting standards through work with capital projects and assets team.
  • Present complex, sensitive or contentious financial information to large groups using a wide range of media to influence.
  • Analyse and interpret complex financial information and make judgements and recommendations to SROs.

Training
  • Support continual improvement of finance support to project teams ensuring changes in regulation are appropriately considered and met.
  • Writing and providing training to new project staff on the financial management of capital projects.
  • Provide at the elbow support to PMs to upskill them in project financial reporting.

Financial reporting
  • Work with project teams to produce high quality financial reporting on a monthly basis for senior governance forums.
  • Review and challenge the accuracy of project forecasts, working with projects and programmes to ensure that forecast accuracy is maintained to support effective management of the overall capital portfolio.
  • Provide assurance on the quality of programme governance reporting, ensuring that the financial elements are accurate and clearly presented.

Financial Risk Management
  • Identify and monitor risks that may impact on finances as project and programme level, providing challenge to senior PMs and SROs where project risks have not been appropriately recorded or scored.
  • Proactively identify and escalate risks to overall portfolio finances.

Financial Assurance of Projects
  • Support the CPO in analysing performance of capital schemes with a focus on finances.
  • Proactively review financial performance of capital projects to identify financial risks, and provide early warnings of projects forecasting overspends.
  • Undertake financial audit and reconciliation of monthly and yearly finance position.
  • Support Head of Strategic Finance in refresh of Medium Term Capital Plans through assessment of schemes within the portfolio.

Personal Development
  • Maintain up to date knowledge of a range of relevant skills including project and portfolio management best practice and be responsible for developing and maintaining own CPD programme.


Person Specification

Qualifications/ Education

Essential

  • Fully qualified CCAB accountant and other significant experience
  • Microsoft Academy Expert qualified or equivalent experience


Desirable

  • Educated to degree level, ideally in related field


Professional/ Statutory Registration

Essential

  • CCAB qualified with up to date CPD


Previous experience

Essential

  • Significant experience financial management in multi-disciplinary teams or with strong experience working with non-finance specialists.
  • Practical experience of computer-based accounting systems
  • Extensive experience of NHS financial policies
  • Experience of managing budgets and allocations and providing technical guidance to non finance specialists
  • Experience of proactively resolving financial issues across a large range of projects
  • Experience of supporting multiple, complex projects with a range of funding sources

Skills/Knowledge/ Ability
