We are looking for a dynamic individual to lead on the West Midlands Cancer Alliance 8-point Health Inequalities plan. An individual that has a proven track record of delivering Health Inequalities programmes across complex systems. The post holder will work as part of a dynamic team to provide an effective project support to help the West Midlands Cancer Alliance, hosted by The Royal Wolverhampton Trust deliver their plans.

The successful post holder will oversee and coordinate the objectives focusing on the delivery for both adults and children and young people.

The post holder will:

lead on the West Midlands Cancer Alliance 8-point Health Inequalities plan and support the delivery of this programmes across six ICBs.

work as part of a dynamic team in delivering an effective service supporting managers, staff and patients across the West Midlands region.

In partnership with NHSE and stakeholders across the wider alliance, NHS Trusts and Integrated Care Systems, the post holder will have responsibility for the development and implementation of initiatives to meet the needs of people living with cancer. Supporting individuals and reaching those communities to ensure they have the right level of information to support them with early diagnosis and their treatment plans. The post holder will also be responsible for implementing initiatives and managing programmes of work to support reducing health inequalities.

Main duties of the job

KEY RESULT AREAS/MAIN DUTIES AND RESPONSIBILITIES:

Work in partnership with both internal and external stakeholders to deliver on the 8 objectives of the health inequalities plan.

Work with system leaders and clinical teams to ensure that health inequalities are considered and planned for when developing strategic cancer initiatives.

Co-develop a plan that articulates how the objectives will be shared, implemented and monitored.

Implement and monitor Equality Impact Assessments for the Alliance's programs and project

With patient advocates and community group leaders Gather and share case studies of where cancer health inequalities programs of work have made a difference

Build a regional network and chair meetings to be able to show case and share.

Co-chair the Health Inequalities Committee

Produce reports of progress at required intervals to be shared with the Cancer Alliance Executive Board and any other relevant forums

The role supports the business in driving transformation as well as value for money in planning, commissioning and service. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

The West Midlands Cancer Alliance (WMCA) is one of twenty-one Cancer Alliances across England, one of the largest Alliances in the country. WMCA covers a large geographical area of 6 counties: Birmingham and Solihull, Coventry and Warwickshire, Herefordshire and Worcestershire, Shropshire, Telford and Wrekin, The Black Country and Staffordshire and Stoke on Trent. The West Midlands Cancer Alliance team is hosted at Royal Wolverhampton NHS Trust working across the wider West Midlands footprint. This role requires regular travel across the Midlands and the team meet face to face in Central Birmingham once a fortnight.

Cancer Alliances were set-up to deliver the collective ambitions identified by the National Cancer Taskforce, with the aim of increasing survival rates across the area and the experience of those living with and beyond cancer, ensuring that we address inequalities and improve patient experience wherever possible. We do this by bringing together all the organisations which commission, provide, and contribute to cancer services across our area to enable quality improvement.

Job responsibilities

Project Management Responsibilities:

To analysis and adopt approaches capable of achieving sustainability and spread of successful service improvement initiatives

Work across the Alliance work streams and High Priority Pathways to maximise the benefits of service improvement and redesign, leading to an improved experience for patients

Provide cover and support for colleagues working within the Programme Management Office

Work autonomously on agreed Cancer Alliance programmes

Provides training on own project to peers, clinicians, service managers and staff at all levels

Develop a concise annual work plan containing clear objectives, tasks and identified leads.

Collate and provide regular feedback within the projects/programmes.

Demonstrate an ability to receive, interpret and apply highly complex information

Demonstrate an aptitude for resolving problems

Design and conduct audits relative to workforce and education

Provide specialist expertise and oversight to colleagues both internal and external to the Alliance.

To be responsible for the self- development of skills and competencies through participation in learning and development activities

To lead and develop funding applications where required.

Stakeholder management

Promote the adoption of innovative strategies and models of work.

To engage and develop collaborations across whole health communities, for the realisation of equitable access to quality care and the achievement of outcome ambitions for all patients.

To model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes. Embedding this approach across the Cancer Alliance

Work collaboratively with stakeholders in developing a cohesive approach for submission of funding requests, including provision of regular progress reports to NHSE.

Delivery / Technical Aspects

To provide advice, guidance and leadership, to promote systems and processes of work that generate safe and effective patient care

To use available and often complex data to test and assess progress and measure outcomes.

Regularly analyse and assess effectiveness of intervention and maintain audit trail

Devising and delivering training and development opportunities

Identifying examples of national and international good practice and share with teams across the system

To work collaboratively across the wider West Midlands Cancer Alliance

To monitor, interpret and quality assure progress against deliverables.

To develop business plans and provide expert strategic and advice and guidance within the Cancer Alliance portfolio.

Management of Resources

To contribute to the development of the West Midlands Cancer Alliance budget planning, highlighting specific concerns relating to capacity and needs within the area of specialty

To prioritise spending requests and authorise appropriate payments

To manage the recruitment of project staff as required

To line manage as appropriate and delegate responsibilities amongst a team of project managers or service staff to deliver changes across multiple services

Provide support and training to other similar posts within the project

Person Specification

Qualifications

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Project Management Qualification or equivalent experience


Experience

Essential

  • Proven experience of working within complex clinical environments
  • Good knowledge of cancer pathways and cancer performance standards
  • An understanding of local and national health policy and broader strategic issues and implications within the NHS e.g. cancer access standards, long term plan
  • Extensive experience of project management in the design, development and delivery of change management


Communication

  • Skilled at implanting large scale, multi organization, complex change ideally in a health setting
