The post holder will be responsible for the development and management of crisis health and social care resources within the Borough, to ensure that a responsive and flexible service is provided to patients and their carers.

This will focus on the safe and therapeutic management of people in mental health crisis, ensuring that the borough crisis teams work collaboratively together and with inpatient and community mental health services to provide the most effective treatment outcomes.

The postholder will ensure that the crisis teams also work constructively with partner agencies, including acute Trusts, primary care, the local authority, emergency services and the third sector, to provide a seamless response to people in crisis transitioning between services. This will take into account the inter-agency expectations within the Crisis Concordat 2014 and local protocols associated with this.

The postholder will ensure effective human resource, performance, and budgetary management of the team. The postholder will maintain high standards of professional integrity and respect for others in all dealings with service users, carers, colleagues, other professionals, and members of the public.

Main duties of the job

Overall management accountability for the Borough crisis teams (Greenwich Home Treatment Team, Psychiatric Liaison Team and Mental Health Assessment Area in ED).

Ensure that each team operates effectively on a day-to-day basis, ensuring the service is delivered within agreed structures and in accordance with the operational policies.

Ensure the crisis teams work closely and effectively together, with inpatient wards, community mental health teams and other partner agencies to provide the optimal pathway for service users and their carers in crisis in accordance with principles and protocols related to the Crisis Concordat and other relevant national standards.

Engage in and embed the Quality Standards and Priorities in line with the Directorate Governance structure

Represent Oxleas at multi-agency meetings in relation to crisis services delivery as required to ensure the best possible collaborative working

Co-ordinate and develop the clinical practice and culture of the team, in conjunction with the team managers, taking into account best practice and new initiatives.

Provide effective line management support to the crisis team managers.

Provide clear and consistent leadership to the workforce of the service and oversee the recruitment, supervision, and appraisals process for the service.

Ensure effective financial management of the teams in accordance with trust procedures.

Management responsibilities

The postholder will:

Be responsible for ensuring that systems are in place that enable people in crisis to gain timely access to assessment and treatment services.

Monitor the efficiency and effectiveness of the crisis pathway.

Resolve constructively any transition disputes between the range of teams within and between boroughs and external services.

Ensure that demand and capacity are managed dynamically, and resources are deployed effectively to manage surges proactively and responsibly.

Be responsible for all delegated budgets within the teams and provide regular reports in connection with financial monitoring ensuring that expenditure remains within financial limits.

Undertake line management of the Borough crisis team managers (and MDT staff as required) to ensure that all direct reports receive the appropriate level of supervision, support and personal development in a timely and regular fashion.

Ensure all crisis teams are effectively managing their human resources, including supervision and appraisal and building positive team cultures in line with respective HR policies and procedures.

Manage directly or indirectly the recruitment and induction of staff in accordance with Oxleas and local authority procedures.

Ensure that there is effective performance and sickness management within the teams in accordance with Oxleas and local authority procedures.

Ensure that Health and Safety measures are adhered to and undertake as required non-clinical risk assessments and management of identifiable risks.

Actively participate in the development of policies and procedures pertaining to the service.

Participate in the speedy and effective resolution of complaints within the Trust Policy and be a member of Serious Incident investigation panels.

Produce as requested, complex clinical or management reports, on sensitive and contentious issues that require complex analytical judgement.

Ensure all aspects of Safeguarding are adhered to and that policies and procedures are followed at all times.

Ensure that CQUIN, KPI, RTT and other performance indicators are achieved and that the performance of the service remains within acceptable levels at all times.

Ensure that effective structures are in place to identify training and development needs for all staff.

Contribute to the Directorate annual training plan.

Ensure that systems are in place to monitor the effectiveness of staffs skills/ knowledge acquisition and learning from delivered training.

Ensure that effective systems are in place to allow and facilitate student placements and ensure that team practices are conducive to learning for students and consistent with the educational requirements of the placement agencies.

Facilitate training, mentoring, coaching, study days and courses, as required.

Act as a senior role model and lead on embedding Trust priorities and values, including Building A Fairer Oxleas (BAFO) and Building Fairer Oxleas Services (BAFOS).
