An exciting opportunity has arisen for an experienced individual, with enthusiasm and drive, to join the newly formed Cardiff Locality Business Unit Team.

The post involves working closely with the Head of Operations for Cardiff Locality and PCIC Clinical Board to provide operational management support across the Locality services, 6 Cardiff Clusters and our community estates.

This is a key post within the Locality Team and the post holder will work closely with the Head of Operations, Operations Manager, Lead Nurse and Business Unit leads to further the strategic direction of PCIC around Accelerated Cluster Development, cluster priorities and planning objectives for both Place Based Care, Shaping Our Future Wellbeing and Enhanced Community Care work streams.

The post-holder will be a visible and crucial point of contact for the services running across the Locality and be involved in the operational management of cluster projects and wider strategic plans.

The post-holder will have excellent inter-personal skills, work effectively as part of a multi professional team to improve services, have a good appreciation of planning, developing and implementing strategies and have the ability to work under pressure.

Main duties of the job

The post holder will be responsible for providing leadership and the operational management of the Cardiff Locality Business Unit, ensuring the efficient and effective use of all resources and the development and maintenance of the highest standards of patient care and service delivery.

The post holder will be part of the Cardiff Locality Business Unit Management Team and will assist the Head of Operations for Cardiff Locality in addressing the UHB's strategic and operational agenda. The post holder will oversee day to day service management issues, liaising with departments and teams as required.

The post holder will provide line management for key staff including Clinical Leaders within the Locality. The post holder will be accountable and responsible for the delivery of safe, efficient and effective services under their remit.

The post holder will also deputise for the Head of Operations in their absence and attend relevant internal/external stakeholder events and health board meetings as deemed necessary.

The post holder will play a pivotal role in the development of a workforce plan and business strategy to ensure UHB resources are utilised optimally and systems are implemented to further enhance governance arrangements and provide the appropriate level of assurance to the Board.

  • Master Degree level or equivalent experience.

Experience

Essential

  • Significant NHS management experience, leading a large multi-disciplinary clinical team in a Primary/Community healthcare environment
  • Experience of leadership at a senior management level
  • Successful management of change in a complex organisation.
  • Financial management experience including evidence of delivery within budget and timescales
  • Experience of leading and management service development and evidence of achieving improvement
  • Experience with audits, inspections

  • Detailed understanding and experience of the management of the NHS.
  • Knowledge of safeguarding adults/children including the Mental Health Act and Mental Capacity Act
  • Knowledge of quality improvement methodologies
  • Knowledge and understanding of current policy and issues in professional practice, compliance standards and the wider NHS
  • Solid understanding of the agenda facing Primary and Intermediate care
  • Good understanding of IT systems, their application and potential. Service improvement skills, tools and techniques
