The post holder is part of the pharmaceutical procurement team, delivering a responsive, customer focused service in accordance with Trust Standing Financial Instructions

The post holder is responsible overseeing the day-to-day management of the procurement of pharmaceuticals, including medical gases, in accordance with national standards and statute.

Main duties of the job

  • Manages and participates in the efficient procurement and invoicing of medicines though the Ascribe Pharmacy Computer System and EDI systems.
  • Responsible for the day to day operation of the Pharmacy ordering system for all pharmaceuticals, medical gases and services.
  • Ensures supply issues are managed and takes immediate action to source alternatives if a supplier cannot supply.
  • Maintains up-to-date procedures and processes for pharmacy procurement.
  • Liaise with Pharmacy staff to ensure cost effective purchasing.
  • Implement changes arising from national, regional and local drug contracts.
  • Monitors the quality and performance of pharmacy suppliers and plays a key role in the development of supplier relationships.
  • Liaises with Finance to ensure timely payment of Pharmacy invoices in accordance with Public Sector Payment Policies.
  • Maintain up to date price and file information on the pharmacy computer system and the EDI ordering system. Investigate discrepancies where necessary.
  • Record any details of off-contract purchasing to manage supply problems, and re-claim additional costs incurred from contract manufacturer.
  • To be involved in covering the duties of other procurement staff during periods of annual leave and sickness

Job responsibilities

Main Tasks

1. Manages and participates in the efficient procurement and invoicing of medicines though the Ascribe Pharmacy Computer System and EDI systems.

2. Responsible for the day to day operation of the Pharmacy ordering system for all pharmaceuticals, medical gases and services, ensuring we are able to meet patients pharmaceutical requirements.

3. Ensures supply issues are managed and takes immediate action to source alternatives if a supplier cannot supply. Escalates unresolved supply issues to the senior pharmacy technician for procurement or senior clinical pharmacist.

4. Co-ordinates ordering processes to ensure appropriate stock levels of medicines during weekends and public holidays.

5. Maintains up-to-date procedures and processes for pharmacy procurement.

6. Liaise with Pharmacy staff to ensure cost effective purchasing.

7. Implement changes arising from national, regional and local drug contracts.

8. Monitors the quality and performance of pharmacy suppliers and plays a key role in the development of supplier relationships.

9. Liaises with Finance to ensure timely payment of Pharmacy invoices in accordance with Public Sector Payment Policies.

10. Maintain up to date price and file information on the pharmacy computer system and the EDI ordering system. Investigate discrepancies where necessary.

General Duties

Organise the day to day service provision of the section, this includes allocation of duties, and problem solving of service provision issues, ensuring a timely and efficient pharmacy procurement service, thus reducing the risk of supply issues.

Professional Duties

To undertake the legal and professional responsibilities of a Pharmacy Technician
  • To participate in audit and pharmacy practice research
  • To demonstrate knowledge and skills of pharmaceutical technical procedures acquired through the Level 3 Diploma in Pharmacy Service Skills (NVQ) (QCF) and BTEC Level 3 Diploma in Pharmaceutical Science (QCF), or other appropriate qualification recognised by the General Pharmaceutical Council of Great Britain
  • To be committed to ongoing training and Continuous Professional Development in order to keep clinical and technical knowledge current, ensure best practice and to comply with the requirements for entry on the National Register of Pharmacy of Technicians

Managerial Duties

To manage the Procurement Team during the absence of the Senior Pharmacy Technician.
  • To undertake the day-to-day supervision of Pharmacy Technicians, Pre-Registration Pharmacy Technicians and Pharmacy Assistants, as required.


Person Specification

QUALIFICATIONS / TRAINING

Essential

  • Knowledge of professional purchasing principles acquired through NVQ level 3 or CIPS foundation and procurement technology, plus knowledge of contract law acquired through short courses and experience or equivalent
  • Registered with GPhC


Desirable

  • Obtained or studying towards Purchasing Qualification


KNOWLEDGE, EXPERIENCE & EXPERTISE

Essential

  • Significant experience working in Pharmaceutical Purchasing
  • Substantial experience in a supervisory role
  • Substantial experience of invoicing
  • Computer skills
  • Knowledge of computerised purchasing applications
  • Full understanding of the pharmaceutical supply chain
  • Able to manage computerised information systems ensuring accuracy
  • Specialist knowledge of all aspects of ordering receipt, stock control and invoicing of pharmaceuticals
  • Planning and organisational skills
  • Problem solving and analytical skills


Desirable

  • Medicine Procurement knowledge
  • Knowledge of procurement of homecare pharmaceuticals
  • Knowledge of NHS payment systems
