The Associate Chief Nurse for Quality and Safety/Deputy Chief Nurse will deputise across the full range of duties for the Chief Nursing Officer/ Executive Director of Quality & Safety by:

o In the absence of the Chief Nurse holding the full delegated authority across the the Corporate Nursing and Quality & Safety Portfolio. This includes making strategic decisions which impact on the quality and safety of services, including safe staffing levels and service closures.

o Alongside the Associate Chief Nurse for Professions, Policy & Practice supporting the management of the Corporate Nursing Directorate.

o Deputising at local, regional and national meetings as requested ensuring the organisation and profession is represented operationally and strategically. Deputising at Executive Committee and Board meetings as required, developing and presenting papers, ensuring that nursing issues and local and national issues that impact on the organisation are raised and addressed. Making decisions in such meetings on behalf of the Chief Nursing Officer/Director of Quality & Safety

Providing expert professional and operational advice and guidance at a senior level

Lead on delivery of the Quality Strategy for the Trust, shaping the Safety Culture

Lead on the implementation of the 'Excellence in Practice' Framework

Be responsible for the delegated duties of the Deputy Director Of Infection, Prevention and control.

Main duties of the job

Ensure nursing employees work within the standard and framework of NMC, and professional codes of conduct and take remedial action as appropriate

Provide professional leadership and strategic direction to nursing within the Trust as a means of supporting Nurses to continuously improve the delivery of user and carer centred services, and to comply with the administration of the Mental Health Act

Support the CNO in leading and motivating the Directorate Nursing and AHP team, driving a culture of continuous development and psychological safety

Responsible for nursing budget, including budget setting and monitoring of budgets

Responsibility for ensuring safe practices by nursing employees with respect to medicines management

Provide professional and clinical advice to nursing and non-nursing colleagues at all levels across BSMHFT in relation to clinical and managerial matters, including disciplinary & conduct issues

Represent nursing in clinical and corporate governance forums across BSMHFT and externally resolve clinical and corporate problems, including taking a lead where appropriate

Responsibility for ensuring the delivery and development of safe quality patient care and development of effective clinical practice

Strive to achieve effective partnerships, integrating social care into the Trust and ensure effective partnerships are developed with Prisons and voluntary organisations

Person Specification

Training, Qualification, Experience, Skills

Essential

  • Degree in nursing - registered nurse with the NMC
  • Registered Nurse, Masters level education or equivalent, Leadership and/or management training. Substantial experience in management or a senior clinical role. Extensive knowledge and expertise across a number of areas e.g. clinical, personnel, finance
  • Evidence of continuing professional development
  • Experience at a senior level of managing healthcare delivery systems
  • Experience of concurrently managing a wide variety of projects
  • Experience of working in partnership with the public and independent sector
  • Relationship between the managed NHS, Independent Sector Providers and external stakeholders.
  • Significant experience of engaging clinicians in service redesign, demand management and care pathways
  • Significant professional leadership, especially professional development, clinical governance and supervision
  • Political awareness of and sensitiveness to the interactions and interdependencies between the NHS and non-NHS organisations
  • Demonstrate a management style which is supportive of the BSMHFT Managers Behavioural Profile
  • Demonstrates high level understanding of current policy and issues in healthcare practice, compliance and standards and the wider NHS
  • Ability to interpret and manage complex policy and organisational environment
  • Effective influencing, communication and negotiating skills
  • Excellent analytical and problem solving skills
  • Senior level experience of managing in a complex organisation
  • Ability to utilise and implement clinical governance strategies and push their application to improve patient care and the user experience of mental health services

Desirable

  • Project Management and Quality Improvement Training
  • Senior Commissioning & SLA negotiation experience
  • Experience of effective redesign and improvement methodologies
  • Performance management tools and techniques and the application to NHS organisational standards and targets
  • Able to communicate with and engage front line clinical staff and clinical leaders in service strategy/redesign
  • Able to build redesign processes and systems that are simple and which engage front-line staff and clinical leaders across organisations.
  • Natural partnership worker - supports and challenges people to work together to develop pathways that enhance service quality, care continuity and economy
  • Ability to manage the translation of strategic intent into operational reality
  • Able to drive, with access to vehicle for work
