An opportunity has arisen for an exceptional and highly skilled Public Health Nursing Service Manager.

Working 33.75 hours per week, the post holder will be accountable for the delivery of high-quality public health nursing services for Children Young People & Families (CYP& F) through the management and deployment of resources within a defined budget whilst building and maintaining important stakeholder relationships to deliver the best outcomes for children and families.

The postholder will lead on designated projects, ensure recommendations from Child Safeguarding Practice Reviews(CSPRs), near misses, complaints and other incidents are implemented, deliver the contract and Healthy Child Programme and facilitate clinicians involvement in service planning and decision making.

The role will require strong leadership requiring a strong clinical / professional and operational background. The post holder will be expected to communicate effectively, including highly complex, sensitive or contentious information, to a wide range of potential audiences.

The Public Health Nursing Service Manager will be responsible for the visible leadership of the service. Using their leadership skills, they will be a visible, accessible and professionally influential presence, providing leadership and management.

The post holder is accountable for the direct delivery of the CYP& F PHN service with specific emphasis on the delivery of the Healthy Child Programme including the five mandated reviews, working in collaboration with the Team Managers and FNP Supervisor, ensuring it is person centred, responsive, adaptable and provided according to need and available resource.

Accountable to the Directorate manager they will lead on service development and support colleagues to deliver a high quality and effective service, which meets commissioners requirements and public expectations.

Person Specification

Experience

Essential

  • Management experience working within Public health nursing at team manager level or above.
  • Budget management experience including reducing cost, monitoring and determining corrective actions.
  • Knowledge of key drivers e.g. national Policy and guidance relevant to CYP PHN services.
  • An understanding of effective systems for integrated governance and the management of clinical and non-clinical risk.
  • Management of resources and good track record of change
  • management, efficiency savings and financial recovery plans.
  • Knowledge of evaluating and measuring the performance of services
  • Experience transforming services.
  • Measurable track record in involving and motivating staff to improve performance.
  • Proven success at managing organisational change while maintaining service quality.
  • Experience of developing and maintaining effective partnerships with various stakeholders in the redesign of services.
  • Experience of managing projects and planning wides-scale change.
  • A strong focus on monitoring KPIs, identifying issues and ability to provide the support to ensure delivery.
  • Ability to provide and receive complex information with staff, CYPF, and other partners.
  • Ability to present information clearly to a variety of audiences, verbally and in written reports.
  • Demonstrate support for the values and beliefs of Livewell Southwest and commitment to the aims and values of the NHS, combined with high personal integrity.
  • Ability to travel between locations in Plymouth and occasionally across the South-West.

Essential

  • SCPHN qualification
  • Management/leadership qualification or equivalent level of experience and proven ability to perform at this level
