This full time permanent position is within a fast paced team working on complex tenders to deliver category plans and savings. It is an exciting opportunity for a highly literate and public procurement-competent individual to support the delivery of a significant programme of change within Pathology category.

You will relish the opportunity to assist in the delivery of Frimley Health's strategic category management programme, be responsible for the delivery of a specific strategic sourcing programme within Pathology category with an ambitious cost improvement programme across the BSPS network. The network is made up of 5 partner Trusts namely Ashford and St. Peter's Hospitals, Frimley Health Foundation Trust, Royal Berkshire, Royal Surrey County Hospital NHS Foundation Trusts, Surrey and Sussex Healthcare NHS Trust.

Main duties of the job

You will be responsible for managing large procurement projects in conjunction within Pathology. You will work to identify and manage procurements that deliver savings whilst ensuring a high level of patient care. You'll also use your up-to-date knowledge to provide day to day information and advice on procurement processes, protocols and policy to key end users within the Trust as well as providing an invaluable contribution to the project team meetings on an on-going basis.

Qualifications

Essential

  • Advanced Diploma from the Chartered Institute of Purchasing and Supply (CIPS) or similar appropriate professional institute or relevant experience.
  • Educated to Degree level
  • Evidence of Continued Professional Development
  • Evidence of having undertaken/ 1.Supply chain management training/ 2.Purchasing procedures workshops/ 3.Additional specialist courses


Desirable

  • Member of Chartered Institute of Purchasing and Supply (CIPS)
  • Project Management PRINCE 2


Experience

Essential

  • knowledge in a category management role with experience relevant to the areas outlined in the job description.
  • Prior understanding of the technical requirements of public sector procurement, in terms of the practical application of the EU Principles, UK Law (Public Contracts Regulations 2015) and best practice guidance to a range of project-based procurement activities.
  • Evidence of ability to plan, develop and implement initiatives without direct supervision
  • Evidence of achievements in savings / Service improvements
  • Experience of being accountable for high value complex health procurements and identifying links to national, regional and local procurement priorities


Desirable

  • Experience of working with senior staff and clinicians
  • Experience of working with the NHS Terms and Conditions of Supply
  • Experience of applying principles of change management

Essential

  • Ability to effectively manage and successfully deliver a number of projects of varying complexities with competing timescales, where stakeholder availability and input are critical.
  • Able to determine the appropriate method to present new and/or complex information to internal and external stakeholders sometimes in a hostile environment
  • Excellent presentational skills for conveying highly complex concepts and to raise the profile of procurement within the Trust.
  • Excellent interpersonal skills.
  • Able to work in a team of peers offering support and specialist advice in own area of work streams.
  • Ability to understand technical, procedural or legal risks and issues of various levels of complexity which require consistent and compliant advice or practical resolution either independently or collaboratively as appropriate
  • Ability to analyse and interpret complex information to assess issues, anticipate problems and provide effective solutions to meet the needs of stakeholders
  • Able to work on a number of projects or pieces of work simultaneously and deliver to agreed deadlines, despite likely conflicting pressures from various stakeholders.
  • Management of own time to accommodate frequent telephone calls, e-mail and face to face interruptions from colleagues requiring urgent and immediate responses to queries.
  • Ability and willingness to take decisions and take accountability in own role.

  • Demonstrable advanced IT skills including specialist software for contract management, e-tendering, mathematical, logical formulas and to generate accurate charts/graphs.
  • Good knowledge of MS Office suite
  • Ability to negotiate with staff at all levels and use informed persuasion to influence others, including senior NHS personnel.
  • Able to gain the confidence, co-operation and enthusiasm of non-finance managers, including Directors, in communicating complex, technical financial information.
  • To be seen as a credible and knowledgeable procurement person both within the organisation and externally (with other public sector bodies such as those providing framework agreements for use and with suppliers to the Trust irrespective of whether this is part of a procurement project or otherwise)


Desirable

  • Working knowledge of Bravo e-tendering and Bravo Spend Analytics
  • Ability to work autonomously with credibility at a senior level of the organisation with the trust board, senior managers and clinicians
  • Developed knowledge of Microsoft products and able to use initiative and knowledge of these products to suggest and implement process improvements. Able to create spreadsheets, financial models and documents. Ability to communicate effectively at senior level including to Board level
