An excellent secondment opportunity has arisen for an enthusiastic, highly motivated patient safety and improvement leader to take up the position of a Quality Improvement Programme Manager within Devon Partnership Trusts Central Quality Improvement (QI) team. A key role, whose overarching goal is to drive forward quality improvement and patient safety activities across the organisation and its services.

The post holder will be required to lead a central improvement team in effectively delivering on Trust quality improvement priorities through various programmes and projects which demonstrate improved outcomes for patients and services. They will also provide the necessary links with national and local improvement initiatives across the organisation and will work to develop and implement quality metrics and to support the development of quality indicators.

Main duties of the job

The post holder will work collaboratively with other organisational departments and directorates to ensure DPT is committed to creating a just culture of learning and continuous improvement where people are trained and supported, to use the best evidence based principles of Quality Improvement and Patient Safety.

The post holder will be integral in supporting and guiding the embedding of the NHS Patient Safety Strategy Key aims of Insight, Involvement and Improvement into our 7 Safety Programmes and supporting learning and improvement through our Patient Safety Incident Response Framework (PSIRF).

The post holder will also work with the Strategic and Operational Leads on activities related to patient safety, quality and service improvement. This will include attendance at a range of key operational and strategic level meetings.

The successful applicant will be required to work flexibly across the week and will be required to travel around Devon to work with the clinical teams within their bases. Qualifications

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
  • Specialist knowledge of specialist areas (IHI/Lean/ISP/Flow Coaching/Clinical Audit/NICE), acquired through training and experience to Patient Safety Officer or equivalent level
  • Evidence of post qualifying and continuing professional development


Desirable

  • Professional registration
  • Relevant clinical qualification e.g. RMN/RGN
  • Management qualifications.
  • Project management/service improvement qualification or equivalent experience.
  • IT qualification or equivalent experience/competence.


Experience

Essential

  • Previous experience of working within Quality Improvement at a senior level.
  • Proven track record of clinical risk, audit, NICE and complaint management.
  • Proven track record of providing high quality reports to commissioners/SHA/other forums.
  • Experience of working effectively with clinical/professional staff
  • Experience of working within / leading Performance / Quality Improvement teams
  • Senior manager experience of at least three years
  • Direct line management of senior staff of at least three years (the above one might not have had direct reports)
  • Direct experience of managing / leading performance and identifying areas for improvement
  • Direct experience of managing / leading CQC requirements
  • Direct experience of managing / leading change management
  • Direct experience of working with Directors, senior staff and clinicians
  • Demonstrable experience of identifying and delivering professional development and improving standards of professional care


Desirable

  • Experience of managing people


Knowledge & Skills

Essential

  • Must have an understanding of the background to and aims of current healthcare policy in risk, complaints, audit and NICE
  • Should have an appreciation of the relationship between the Department of Health, NHS England South and individual provider and commissioning organisations
  • Detailed working knowledge and understanding of the National Improvement framework relating to Mental Health and learning disability
  • Able to demonstrate forward planning and responsive action
  • Able to convert complex and sensitive information into easily understood form
  • Able to be flexible to meet deadlines in the context of competing demands
  • Ability to present complex information through various media to mixed audiences
  • Ability to engage staff and others with complex and challenging concepts and plans
  • Able to demonstrate a good understanding of the current political climate / context excellent project management and leadership skills


Desirable

  • Working knowledge of STEIS, RMS, complaints or litigation systems
