This is an excellent opportunity to work in a forward-thinking Directorate always looking for ways to improve our services which will indirectly enhance healthcare delivery in our own community. You will report to the Estates Officer Band 6 and Engineering / Building Services Manager operating in a role that offers diverse requirements across a varied property portfolio of circa 80 sites. We are looking for a driven forward-thinking proactive individual who wants to progress and can use their initiative and work within this committed team to bring the best out of people going forward. As an estates officer (entry level) you will provide effective operational support to the Estates Officer (Engineering/Building Mental Health - Band 6) with regard to electrical, mechanical building services and building fabric. Ensure the maintenance and upkeep of engineering and building assets to a high standard and in a cost-effective manner, with due regard to the security and patient care implications of potential service failures. Contribute to the continuous improvement of Estates Services within the boundaries of user groups, security, and statutory authority requirements.

You will at times be required to liaise and collaborate with your colleagues in the Estates Forensic Division where the services are contracted out to ensure we are providing consistent services across the Trust estate.

Main duties of the job

Assisting with managing the maintenance delivery, you will be working closely with the Monitoring Officer and the Helpdesk to provide assurances using the KPI reports (Key Performance Indicators) to show we are achieving the levels of service delivery required for us to maintaining statutory compliance across the estate in all areas of engineering plant and building fabric. Following training you will be expected to accept any roles required by the post of Authorised Person and Responsible Persons.

Job responsibilities

The role will entail assisting with leading a direct labour workforce and specialist sub contractors in the delivery of statutory and operational maintenance service across local services ensuring compliance with the current legislation, guidance and codes of practice appertaining to the sphere of work. Ensure the maintenance and up keep of engineering and building assets to a high standard and in a cost-effective manner, with due regard to the security and patient care implications of potential service failures. There may be a requirement to work at any of the Trusts sites to provide cover in the absence of the Estates Officers and/or Team Leader across the Directorate if and when requested to do so.

Physical Requirements

Essential

  • Occasional requirement to work at heights, in plant rooms and on potential construction sites


Training

Essential

  • CIEH Health and Safety Certificate or equivalent.


Desirable

  • Environmental/Quality Auditing ISO9001 ISO14001
  • Legionella Awareness Course
  • Asbestos Management Certificate.
  • LV Authorised Person
  • First Aid Certificate


Qualifications

Essential

  • Level 3 vocational qualification in a building/engineering discipline or equivalent
  • Has the working knowledge and experience of a full range of trade procedures.


Desirable

  • ONC/HNC is desirable, plus additional training that demonstrates developed skills equivalent to an accredited training course.
  • Management or Supervisory Qualification.


Experience

Essential

  • Management of buildings and building services.
  • Management of statutory compliance by programming planned maintenance.
  • Carrying out risk assessments related to Estates.
  • Experience of CAFM systems and associated software such as mobile working.


Desirable

  • Knowledge of Implementing financial, quality assurance and performance monitoring systems.


Knowledge

Essential

  • Understanding of Facilities services and their delivery.
  • A working knowledge of computer applications and planned maintenance systems.
  • Theoretical knowledge of electrical and electronic systems and equipment in buildings, underpinned by practical knowledge and maintenance of estates plant and equipment.


Desirable

  • Knowledge of Implementing financial, quality assurance and performance monitoring systems.


Skills

Essential

  • Good oral and written communication skills at all levels.
  • Ability to work to tight deadlines and prioritise competing deadlines.
  • Ability to work as part of a team
  • Ability to lead, direct and motivate a multi-disciplinary Estates team working to deadlines.
  • Ability to communicate at all levels of staff and clients/customers.
  • Ability to liaise with client departments, contractors and external agencies.
  • Hold good influencing and negotiating skills and be able to develop and maintain good working relations with both internal and external stakeholders.


Desirable

  • Ability to recognise any issues that may give rise to concern.
  • Ability to use MS Project, AutoCAD


Contractual Requirements

Essential

  • Participate in Estates Emergency on call service as required.
  • Deputies for the Estates Officer / Team Leader in their absence.
  • Current driving license for driving Trust vehicles.
  • Requirement to work at any of the Trust's sites.
