An exciting opportunity has arisen for a new Head of Access to join our ambitious and forward-thinking team. This is an excellent opportunity for someone with strong knowledge of RTT, clinical pathways, and best practice performance and data quality management to develop their leadership and influencing skills. The post holder will work Trust wide in collaboration with a number of teams in this highly visible role.

The successful post holder will play a crucial role in improving elective access and have responsibility for monitoring and reporting of the Trust's RTT performance. They will work with operational teams to bring together intelligence from the validation team and improvement ideas to make changes and identify training needs. The role also includes responsibility for the Trust's Elective Access Policy, and there will be particular focus to embed the policy into practice.

The post also plays a key role in ensuring good data quality across the Trust, with a 'dotted line' structure to the Associate Director of Business Intelligence. They will champion and train colleagues in how to get the most from data, ensuring data is efficiently and effectively captured processed, stored and disposed of. The successful candidate will be able to identify trends in data quality issues, understand how these impact services and performance and work with colleagues to sustainably address these.

Main duties of the job

The post holder will be joining the organisation at an exciting time and have the opportunity to be involved in high profile developments. The Head of Access is integral for the role out and use of the Care Co-ordination Solution, which forms part of the national Improving Elective Care Coordination for Patients (IECCP) Program. The post holder will need to continue to champion the tool and manage challenging conversations with key stakeholders.

The post holder will also help deliver the Trust's ambition to better communicate and share information with patients awaiting elective care and address elective access related issues resulting in health inequalities. Further developments are also planned to the Trust's validation tool, providing an opportunity for the post holder to transform the approach to service validation.

The ideal candidate will have experience of managing RTT pathways, be tenacious and have great attention to detail. They will have excellent communication skills and an ability to build rapport across disparate teams. They will be analytically minded and understand the importance of data quality and have a passion for improvement. Job responsibilities

  • Trust wide responsibility for monitoring and reporting of RTT Performance
  • Supporting the Divisional Director Surgery, Women and Childrens Division with improving operational delivery to achieve a strong RTT performance across all Divisions/Service Teams
  • Line management responsibility for the Trust RTT Validation Team
  • Trust wide responsibility for the design, implementation, coordination and monitoring of all Trust Access Policies, developing an innovative framework of mutually supportive activity which drives financial targets.
  • Work with stakeholders across the Trust to define and then execute the data management governance model, including data ownership and data quality standards.
  • Responsible for developing, embedding and managing a Data Strategy and Data Quality Policy across the Trust, enhancing (where required) data management procedures and processes in line with the developed Data Strategy to ensure the availability of timely, accurate and complete data.

    Person Specification

    Qualifications

    Essential

    • Educated to Masters level, or equivalent level of experience of working at a senior level in more than one specialist area
    • Extensive, in -depth professional knowledge of a broad range of specialist areas, acquired through postgraduate diploma or equivalent experience or training over an extended period of time
    • Evidence of continuing personal development re: higher level skills in areas relevant to roles performed


    Desirable

    • Professional HR management qualification and extensive knowledge of Medical & Dental Staff Terms and Conditions of Employment, European Working Time Regulations and New Deal implications for employers.


    Experience

    Essential

    • Experience working at a Senior Management level, with exposure to RTT and other access pathway issues
    • Ability to undertake strategic planning and option appraisal, making highly complex decisions and considering all options and conflicting information


    Desirable

    • Sound knowledge and understanding of relevant NHS Directives, Policies and Guidelines, with an ability to interpret these into operational policy


    Knowledge

    Essential

    • Ability to motivate a range of stakeholders to deliver targets
    • Comfortable with delivering highly complex, sensitive or contentious multi-stranded concepts to Senior Leaders, both within and external to the Trust, and to provide a robust response to challenges
    • Ability to engage directly in multiple operational and strategic interfaces, across the Trust
    • Ability to analyse and evaluate large quantities of highly complex numerical and statistical data, with the proven ability to assess root causality and suggest workable solutions from a range of options
    • Ability to contribute to the development of a Strategic Plan for Senior Leadership, in terms of 18 Week RTT and other Access Targets
    • Ability to make decisions autonomously, when required, on difficult issues
    • Knowledge of informatics and national reporting processes and requirements
    • Ability to effectively manage a busy workload
    • Ability to manage team and individual performance whilst under pressure
