The purpose of this role is to provide operational management and support to Theatres & Anaesthetics and Pre-operative assessment service delivery within the Clinical Support Services Group. Supporting the Associate Group Manager and Group Management Team in the delivery of a high quality, efficient and patient centered service in line with national and local Key Performance Indicators (KPIs).

The post holder will provide day to day operational management of assigned clinical services, supporting the development and provision of a comprehensive, high quality, patient centred care service within the resources available.

The post holder is responsibility for the improvement and delivery of scheduling and utilisation targets related to both theatres and outpatients and to support delivery of performance against financial and activity targets.

The role will manage and oversee all administrative teams and functions for the service, including the management of service waiting lists and delivery of utilisation targets.

Main duties of the job

Key Result Areas and Performance

1. Work with the Group Manager & Associate Group Manager ensuring clear communication and robust operational implementation of policy, business objectives and agreed targets across the department.2. Support the Group Manager & Associate Group Manager with the operational management of services and supporting continuous service improvement.3. Responsible for day-to-day delivery of operational performance within assigned services to achieve delivery of national and local targets and the development and delivery of improvement plans.4. Responsible for assigned budgets as budgetary signature e.g. Admin cost centre budgets.5. Implement HR and governance strategies and policies within relevant services to achieve compliance with Trust policies and procedures, best practice, relevant legislation and regulatory provisions.6. Responsible for the improvement and delivery of utilisation targets by ensuring effective and efficient usage of service capacity including Theatres, Treatment Rooms, Outpatients, and day units.7. Responsible for the management of service administrative staff/teams ensuring Mandatory Training, PDRs and absence are managed in line with Trust policies and procedures.

Job responsibilities

STRATEGIC AND SERVICE DEVELOPMENT1. To take an active role, in collaboration with the Group Management team, to deliver robust business plans for services.2.Proactively engage in inter-agency working to develop and implement strategies that cross traditional organisational boundaries, encouraging a seamless health system from a patient perspective.3.Actively work with relevant services to support the development and improvement of patient care through identifying and responding to opportunities for change that will lead to improvements in quality or efficiency.4. To actively review activity against the Operational Delivery Plan for relevant services and create capacity plans to support delivery.5. To support, in conjunction with the Group Manager and Associate Group Manager, the implementation and delivery of any approved business cases.6. To lead on the completion of regular Demand and Capacity modelling, keeping the model up to date with changes in demand and service capacity.ORGANISATIONAL DEVELOPMENT1.In conjunction with the Group Management Team maintain an open, proactive and collaborative culture within relevant services supported by effective two-way communication systems and processes.2.Responsible for ensuring that robust systems are established for the appraisal and continual development of all administration and clerical staff within relevant services, in line with the Knowledge and Skills Framework, promoting the effective use of skills and flexibility through professional and personal development.3.Work with the Workforce Business Partner to effectively manage any sensitive organisational change and employee relations issues.RISK MANAGEMENT1.Support the development, implementation, and review of robust systems to manage risks Linking with the Group Management teams as appropriate.2. Manage the implementation within relevant services of the Trusts health and safety policy and all other policies, procedures, and safety rules.
