We are seeking a Public Health Strategist to join our Public Health team. These are brand new roles and an exciting opportunity for highly skilled, experienced colleague with a passion for effecting public health change in our communities, you will be highly driven and passionate about tackling inequalities in health and creating a stronger, fairer, safe, healthier Gwent. The role will cover Health Improvement and Prevention and you will have inspiring and creative well-developed leadership skills.

You will have a proven track record on performing to a high standard across all key skills in public health, undertaking comprehensive needs assessments and being evidence led, using intelligence in all its forms to set the strategic direction towards delivery. You will understand the value of partnerships and work collaboratively to achieve the best outcomes with and for our communities.

The role will work closely with the Heads of Public Health to support design, development and implementation of public health programmes that deliver interventions that reduce inequalities and improve outcomes for the people of Gwent.

To ensure we can deliver across the public health portfolio you will be adaptable and be able to work across all public health skills rather to a single topic area, we are embracing matrix working and the successful candidate will be key to delivering this way of working.

Main duties of the job

The role requires the successful candidate to be a lead and advocate for public health action on the wider determinants of health, such as education and skills, good work, money and resources, housing and our surroundings, and on health inequalities. Undertake a highly complex analysis of interventions, population health and wellbeing health needs, risks, and inequalities and the use of services.

The fundamental element of the role is to provide leadership to drive improvement in health outcomes and the reduction of health inequalities, oversee annual business planning at a public health team level that aligns to priorities set by the Executive Director of Public Health and Strategic Partnerships supporting the Deputy Director of Population Health and Business Development to deliver financially viable plans and work within the standing financial instructions of the Health Board.

The ability to speak Welsh is desirable for this post English and/or Welsh speakers are equally welcome to apply.

Qualifications and Knowledge

Essential

  • Master's in Public Health or associated subject
  • Extensive expertise and understanding of: o Business Planning o Matrix Working o Budget setting o Commissioning processes, o Performance and Change Management o People Management o Quality improvement
  • In depth understanding of the challenges facing the health service in Wales
  • In depth knowledge and understanding of Public Health Programmes


Experience

Essential

  • Track record of achievement at a senior management/leadership level
  • Evidence of significant experience in the management of staff, to include disciplinary and capability
  • Experience of dealing with complex issues in a large organisation
  • Experience of managing performance and ensuring targets and performance indicators are met
  • Proven success of managing complex organisational change whilst also developing and maintaining high quality standards of car
  • Extensive experience, working at a senior level in a large complex Organisation
  • Previous senior management experience responsible for service management, service development and service planning working in matrix model
  • Proven track record of successfully introducing service improvements using recognised quality improvement techniques
  • Experience of financial management, cost containment, cost improvement, budget setting, monitoring and determining corrective action in the NHS
  • Experience of successful Project Management
  • Experience of managing quality and delivering against a range of metrics and patient experience
  • Experience of interagency working and the development of collaborative and effective partnerships in the planning and delivery of services
