In collaboration with the Associate Director of Governance and hospital and divisional leadership teams the post holder will provide visible senior leadership and direction to ensure that there are effective governance mechanisms in place within the corporate areas and divisions.
Main duties of the job
The post holder will be expected to implement and sustain the Trust's quality governance programmes. This will include fulfilling the role of the Trusts Medical Devices Safety Officer (MDSO) and the co-ordination and leadership of the Trust's risk and incident management, litigation, patient safety and regulatory compliance functions within the divisions and corporate areas.
The post holder will work across multiple divisions and corporately, in close collaboration with senior managers and directors, to plan and implement a range of effective service developments managing colleagues within the Quality Governance department.
In line with the Patient Safety Incident Response Framework (PSIRF), the post-holder will have responsibility for investigation and the learning responses for the Trust's most serious incidents and the implementation of associated learning. They will be responsible for managing the long-term implementation of learning that emanates from safety alerts, audits and incidents by ensuring there are appropriate assurance mechanisms in place.

Job responsibilities
Quality Governance and Safety
Lead the divisional governance teams in planning and implementing a range of effective service developments and working in close collaboration with managers and clinicians to improve clinical practice.
Responsible for the formulation of plans for governance, quality improvement, clinical audit, and complaints across the divisions.
Responsible for ensuring maintenance and monitoring of clinical standards, including the development and implementation of evidence-based practice, clinical effectiveness, clinical standards, and national performance (clinical) indicators.
Management and development of trust wide digital risk and incident management systems
Provide highly specialist advice, support and guidance to clinicians and senior leaders in relation to a range of issues including quality governance, risk, patient and public involvement, evidence-based practice and the development of guidelines for specific patient groups.
Responsible for the robust investigation of the Trusts most serious incidents in line with PSIRF and never events including liaison with commissioners.
Gain the co-operation of senior clinicians involved in any serious event/complaint offering support as required.
Analyse and interpret quality information across divisions and produce recommendations to changes in practice.
Responsible for the delivery of training on quality governance, clinical effectiveness, and risk management. Work closely with the central and divisional teams on the development of new courses related to quality governance and quality improvement.
Liaise closely with leadership teams to ensure the implementation of quality governance arrangements.
Ensuring alignment with the Be Brilliant Accreditation Scheme (BBAS), be responsible for ensuring the divisions and the trust are each compliant with the CQCs fundamental standards and for the development and implementation of the divisional assurance system.
Responsible for planning and implementation of new reporting and feedback systems
Fulfil the role of the Trusts Medical Devices Safety Officer (MDSO), working in conjunction with the Trusts providers, the Associate Medical Director and clinical leads to ensure provision of safe, clinically valid and effective medical and point of care testing devices within the Trust
Patient Safety
To lead the Trusts development in relation to the NHS Patient Safety Strategy and its associate actions to support current and future initiatives.
Active participation in the Cheshire and Merseyside Northwest of England Patient Safety Collaboratives
To be the organisational lead for patient safety including developing and maintaining relationships with internal and external patient safety improvement work stream leads.
Working with the Director/Deputy Director of Nursing and Midwifery, Associate Director of Quality & Governance and Clinical Leads to ensure that challenges and barriers to ensuring patient safety are identified and appropriate action is taken.
To develop and implement a communications strategy for the Trusts patient safety programmes.
To work with the Divisional Governance Colleagues to ensure that Duty of Candour processes are in place and undertake an annual audit of this.
Management and analysis of the Trusts patient safety related information assets, e.g Ulysses.
Lead on the on-going review and any updates in relation to the Patient Safety Incident Response Framework (PSIRF), including the Trusts Patient Safety Incident response Plan and Policy.
Leadership and Management of Staff
As and when required, represent / deputise for the Associate Director of Quality & Governance. This is in addition to internal and external meetings in relation to the quality governance agenda.
Deliver effective transformational leadership, ensuring staff within areas of responsibility are led, managed, and supported.
Responsible for dealing with any disciplinary and capability concerns, including acting in a professional advisory capacity for Trust-wide disciplinary/capability hearings/investigations.
Provide coaching and mentoring support to the wider Governance Team to support their personal and professional development.
Engagement of staff in the promotion of staff wellbeing.
Ensure recruitment and retention of staff with the required competencies to meet the service requirements.
Lead on working parties and groups within the Hospital to develop and improve on service delivery, protocols, and guidelines.
To advise, encourage and share knowledge utilising the latest research and practice development, through literature and peer reviews.
Ensure staff development and training takes place.
To promote and disseminate relevant research finding and reports to support clinical practice and education within the department.
To manage the performance and contribution of direct reports.
Provide highly visible leadership across the divisions.
Promote effective staff engagement and demonstrate appropriate role modelling as a senior leader.
To ensure high standards of people management, including the delivery of appraisals, supervision and personal and professional development supporting the values of the Trust.
Financial Responsibilities
Manage the budgets for the Quality Governance Department with Trust Financial Standing Instructions.
Other Duties
Carry out any other reasonable duties within the overall function, commensurate with the grading and level of responsibility of the post.
