The Posts

South West London Procurement Partnership (SWLPP) is recruiting two Capital & Major Projects Procurement Managers. These are new posts and will be part of a team of three, working directly for the Head of Procurement - Capital & Major Projects.

SWLPP provides procurement services for St George's University Hospitals NHS Foundation Trust, Epsom & St Helier University Hospitals NHS Trust, Kingston Hospital NHS Foundation Trust, Croydon Health Services NHS Trust and Hounslow & Richmond Community Healthcare NHS Trust.

The SWLPP offices are located at St George's Hospital, Tooting, London, SW17 0QT

Main duties of the job

You will manage the pipeline of upcoming capital projects with stakeholder groups, collaboratively pre-planning procurements to maximise effectiveness. You will build and manage an excellent working relationship with stakeholders and act as their trusted procurement advisor.

You will undertake procurements for construction, IT, clinical equipment and other capital items, selecting the appropriate procurement route (FTS tender, non-FTS tender, framework mini-competition etc) for each. The procurement values will range from �50k to over �50m.

You will also undertake high value major project procurements for a diversity of high value, complex projects.

Qualifications & Education

Essential

  • Membership of Chartered Institute of Purchasing and Supply CIPS Level 6, MCIPS (or equivalent experience), or NVQ Level 4 Degree level qualification, or equivalent experience Evidence of continuous professional development


Desirable

  • Relevant business qualification Membership of an alternative Management Institute


Experience

Essential

  • Minimum of (3) three years' procurement experience Minimum of (3) three years as recognised negotiator, (2) two years of which must be as lead Minimum of (3) three years of corporate contracting and management of commercial affairs Experienced in producing and understanding business plans, reports, contracts and service level agreements Experience of working in a customer focused environment Advanced complex negotiation and contracting experience and demonstrable record of high achievement against set targets Experience of working on procurements with challenging deadlines Demonstrable track record of delivering competitive procurements


Desirable

  • Minimum of (3) three years Procurement experience in the NHS Minimum of (3) three years Procurement experience in the public sector Minimum of (3) three years Procurement experience in Healthcare services provision in UK Private sector or International sector Minimum of (3) three years experience in procurement of services, IT software and/or construction Minimum of (3) three years' experience of managing Procurement personnel Experience of meeting financial targets


Knowledge & Skills

Essential

  • Excellent comprehension, communication and interpersonal skills. Strong persuasion and influencing skills. Ability to lead and implement change in a challenging environment. Vendor management & development skills Knowledge of Procurement I.T. Systems, Word and Excel Excellent negotiation skills Thorough understanding of commercial issues and purchasing techniques including the rules and policies governing public sector procurement Knowledge of Commercial and Contract Law. Ability to manage and coordinate large and complex projects involving multiple personnel from different organisations. Detail-orientated with the ability to analyse and evaluate data and make recommendations on the best value options for procurement and supply. Ability to manage multiple contracts to ensure best value for money and high service level


Desirable

  • Understanding of Global Healthcare Market Knowledge of Microsoft Excel to an advanced level using mathematical and logical formulae.
