Working as a triumvirate with the Operational Director (OD) and Associate Director of Nursing (ADoN) and based upon the trust's overall strategic vision and accountability framework, the Consultant in Public Health Clinical Director will drive the directorate strategy and oversee sound systems of governance and performance. The leadership of the directorate involves partnership working and shared responsibility between the OD, CD/PHC and ADoN.

The Consultant in Public Health Clinical Director will lead the Directorate through the core HDFT KITE values: Kindness, Integrity, Teamwork & Equality.

Working as part of a Triumvirate this senior leader role willbe responsible for providing the necessary strategic direction, clinical leadership and vision, to enable the Directorate to meet its objectives as set out in the corporate strategy and will have a prime role in the provision and development of services.

The Community and Children's Directorate provide 0-19 services for approximately 9 local authority areas. This role will be key to ensuring the service is set up to ensure every contact is delivered in a way to maximise health improvement opportunities and reduce inequalities in health outcomes.

Main duties of the job

To provide strategic direction for the development of clinical services and to enable the delivery of services within the Directorate and networking with Clinical Directors in other Directorates to deliverappropriate high quality patient pathways across HDFT, in the most efficient patient-centred way.

To provide specialist public health, clinical governance, quality improvement and patient safety advice to the Trust and Community and Children's Boards and staff for 0-19 Children's Services as well as the other adult and children's community services and acute hospital based services within the Directorate.

Provide leadership on the public health implications of service planning and identify the appropriate public health support required locally and prioritise actions accordingly. They will act as the Public Health adviser to the HDFT Executives. To deliver an agreed business plan which incorporates appropriate quality and efficiency targets and supports the overarching strategy of the Directorate for 0-19 Services.

Lead the directorate to ensure all contacts in the 0-19 service maximise health improvement opportunities and reduce inequalities in health outcomes.

About us

Harrogate and District NHS Foundation Trust (HDFT) was founded under the Health and Social Care (Community Health and Standards) Act 2003 and authorised as an NHS Foundation Trust from 1 January 2005.

In addition, the Trust provides some community services across North Yorkshire (with a population of 621,000 people) and provides Children's and Young People's Public Health Services between birth and 19 (or in some cases 25) years of age in North Yorkshire, County Durham, Darlington, Middlesbrough, Stockton-On-Tees, Sunderland, Gateshead, Northumberland and Wakefield.

HDFT is proud to be the largest provider of Children's and Young People's Public Health Services (also known as 0-19 or 0-25 services) in England. These are universal services which are delivered by multi-disciplinary teams led by Specialist Children's Public Health Nurses, both as Health Visitors (for children up to 5 years old) and School Nurses (for children from 5 years old).

We work closely with other trusts, local authorities and other organisations to be a strong partner. We are part of the local governance and system working for children's services and we tailor our services to the strengths and challenges of the local population. Many of these services are now delivered through partnership agreements with local authorities and this is a strategy we are keen to replicate in other areas because it enables long term investment and development of the services.

Job responsibilities

The strategic responsibility of the post-holder is to work as part of a Triumvirate to support the delivery of the strategic direction, clinical leadership and vision, to enable the Directorate to meet its objectives as set out in the corporate strategy and will have a prime role in the provision and development of services. In delivering that responsibility the post-holder is expected to demonstrate expertise across the full range of relevant competencies as set out by the Faculty of Public Health (Appendix 1) and where required, take responsibility for resolving operational issues. In negotiation with the DPH (and/or the council), the post-holder may be asked to take on responsibilities that are underpinned by any of the FPH competencies. Post-holders will be expected to maintain both the general expertise as well as develop topic-based expertise as required by the DPH and will be expected to deputise for the DPH as and when required.

The range of duties expected of the post-holder include:

(a) Overseeing a comprehensive clinical governance programme. This should include quality improvement, regular reviews of practice and outcomes and adherence to local and national advice, guidelines, recommendations, audits, and standards.

(b) Ensuring that risk is effectively managed within the Directorate, using appropriate risk assessments and that appropriate steps are taken to mitigate these risks.

(c) Ensuring that all incidents, complaints, and claims are reviewed, where appropriate, ideally investigated, and appropriate actions delivered in a timely manner. This work will be supported by the Quality and Safety Team.

(d) Ensuring that all clinical staff within the Directorate operate within clear lines of responsibility and accountability and that poor performance is identified and managed appropriately.

(e) Agreeing with each Consultant and SAS doctors within the Directorate, the arrangement of their duties, including fixed and on-call commitments, and incorporating these into annual job plans with clear objectives and KPIs.

(f) Ensuring that each Consultant and SAS doctor has an annual appraisal in accordance with Trust policy and participates in GMC/GDC/GPhC revalidation.

(g) Ensuring that all staff undergo annual appraisal, complete required mandatory training, and participate in revalidation where required.

(h) Ensuring that the Directorate delivers high quality undergraduate and postgraduate education and training in line with University and Y& H Deanery standards.

(i) Ensuring that the Directorate delivers on the Trust response to national workforce standards such as the New Deal on Junior Doctors Hours and European Working Time regulations.

(j) Ensuring that there is appropriate provision for Continuing Professional Development for clinical staff in the Directorate.

(k) Ensuring that all targets set by external regulators are understood and met, including the delivery of the Constitutional Standards.

(l) Establishing staff engagement action plans in conjunction with the Directorate Management Team.

(m) Ensuring that key staff within the Directorate are given the necessary management training and development to perform current or future roles.

(n) Engaging in succession planning, with particular reference to the identification and development of colleagues with an interest in clinical leadership.

(o) Participation in the recruitment process for Lead Clinicians and other managerial posts within the Directorate.

(p) Acting as the immediate line manager for the Lead Clinicians within the Directorate. This will include supporting their development as clinical leaders and to deliver the requirements of their own roles.

(q) Agreeing with the Chief Operating Officer annual Directorate objectives and setting annual objectives for other Directorate staff as appropriate.

(r) Representing the Directorate at Trust level and with external agencies.

(s) Delivery of GIRFT/NICE programmes.

(t) Providing specialist public health advice to the Board and staff and identify the appropriate public health support required locally and prioritise actions accordingly for 0-19 Services.

The post holder must bequalified as a public health specialist and be on the GMC, GDC or UKPHR specialist register.
