Exciting opportunity to work as a Category Buyer for University Hospitals Plymouth NHS Trust.
The job role is very varied, offering daily challenge with the opportunity to grow and develop as a procurement professional in a well-respected and high performing team.
The main responsibility includes the management of procurement activity associated with designated categories of spend across a busy hospital site. This often delivers added value and innovation in healthcare technology with clear benefits to the patients of Derriford Hospital and the wider healthcare community.
The successful candidate will have access to best-in-class procurement training to support the delivery and management of the Procurement Category Management (CM) non pay savings programme.
***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***
Main duties of the job
Work within the Clinical Procurement Team to support the delivery of the procurement Category Management (CM) non pay savings programme that informs the wider Procurement and Logistics strategy.
Ensure all Procurement is conducted in line with the procurement CM model.
Responsible for sourcing of goods and services to ensure value for money, meeting the needs of stakeholders and comply with Trust corporate governance and UK legislation.
To provide procurement and commercial advice to internal customers and the wider Plymouth healthcare network.

Job responsibilities
Responsible for developing sourcing strategies for designated spend categories. Is expected to manage their own delivery of recurring savings per annum with targets set at the start of each financial year. Responsible for tendering, contract management and negotiation within designated spend categories. Provide monthly summary activity and risk reports to Senior Category Buyer of non-pay savings progress against agreed annual targets. Support the department in creating a positive Procurement & Logistics brand and identity, that ensures the corporate Procurement and logistics function is valued and the first stop for all commercial activity. Responsible for ensuring all procurement is conducted in line with the procurement CM model, Trust Standing Financial Instructions (SFIs), Standing Orders (SOs) and UK law. Develop and deploy sourcing strategies that deliver cost savings, drive out waste and improve patient care e.g., New technology introduction, managed services, product and supplier standardisation and rationalisation Support delivery of Supply Chain Management Improvement Strategy. Support the Procurement Systems Manager in the improvement of eProcurement systems. Liaise with collaborative partners in assessing collaborative opportunities within areas of responsibility. Assist in the development of collaborative work plans through identification of local opportunities which may have broader strategic potential. Oversee the successful implementation of regional-wide projects that fall within designated categories. Manage markets, suppliers and product research to inform sourcing and trust strategy development. Is fully conversant with the Trusts SFIs, SOs and Scheme of Delegation and provide relevant training to internal and external stakeholders where appropriate.
Tendering, contract negotiation and management
Plans and undertakes effective negotiation with suppliers to deliver value for money, fitness for purpose and avoid contractual risk for the Trust within areas of responsibility. Proactively monitor and review contracts for value for money liaising effectively with customers, suppliers and other key stakeholders. Raises amendments to contracts where necessary. Lead and support stakeholders in writing specifications, draft tender documents, and contracts. Effectively manages contract changes to ensure unbroken supply/service provision, waste and obsolescence is avoided and switching costs are minimised. Furthermore, that key stakeholders are proactively engaged and are fully aware of the impact of contract/supplier change. Carries out full value for money analysis on tender returns and quotations. Identify and raise internal awareness of market innovation that could lead to cash releasing and efficiency savings or quality improvement at the Trust. Monitors supplier performance to the Trust against contracted performance Key Performance Indicators
General procurement
Proactively gives advice to customers on appropriate practices relating to contract / tendering for goods and services. Identifies trends and analyses product usage and provides management information when requested. Produces reports on contract coverage and savings opportunities both proactively, and as requested by line manager. Issues and evaluates requests for quotations, local Invitation to Tenders and EU procurement tenders.
