An exciting opportunity has arisen for an 8b Senior Commissioning Manager to join the Learning Disabilities and Autism Team within the Provider Collaborative. The successful applicant will join an established Commissioning Team that focus on inpatient and community services pathways and initiatives.
The post holder will be expected to work at a local and regional level to develop and deliver key project aims that will support health improvement across the Learning Disabilities and Autism agenda, alongside ensuring that the projects and services commissioned demonstrate innovation, efficiency, sustainability and value for money continuously proving the quality of care. A key element of the role will be to actively engage with a wide range of partners within health, social care and local communities including service users and carers.

Main duties of the job
This post holder will
- lead on agreed Learning Disability and Autism commissioning projects, with a focus inpatient and community services pathways and initiatives.
- undertake contract and financial management and the completion of national returns for their lead areas.
- provide healthcare commissioning advice and guidance to support to all Partner organisations within the Provider Collaborative.
- work at a national and regional level to develop and deliver key project aims that will support health improvement across the Learning Disabilities and Autism agenda.
- actively engage with a wide range of partners within the health, social care as well as local communities including service users and carers.
- work with the Provider Collaborative governance structures and processes and ensure Standing Financial Instructions are adhered to.
- maintain in-depth knowledge of changing NHS and partner agency policies and be able to interpret these for the wider team.
- deliver an effective service ensuring community equivalence in healthcare delivery and experience for patients.

- Educated to master's level or equivalent level of experience of working at a senior level in specialist area.
Experience

- Healthcare commissioning or programme management experience
- Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
- Evidence of continuing professional development.
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
- Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
Desirable
- Experience of working in a Learning Disability or Autism Service
Skills/Knowledge

- Highly developed specialist knowledge including: commissioning, project management, improvement capability, patient and user involvement, planning, evidence of complex change.
