HPFT has an ambitious programme of transformation and is seeking an experienced, innovative and energetic leader who will be responsible for overseeing the delivery of a wide range of programmes from transforming the way in which our services are delivered, delivering financial value and continuous quality and safety improvements.

Main duties of the job

The role holder will have experience of managing a wide range of programmes simultaneously and with multiple stakeholders both within HPFT and the wider Integrated Care Systems of Hertfordshire and West Essex, Norfolk and Waveney, West Hertfordshire and Buckinghamshire to support system wide transformation of care pathways.

To be successful in this role you will be skilled at fostering positive relationships whilst being tenacious and organised in your approach to prioritising the transformation agenda, driving delivery of agreed outcomes and ensuring full participation and engagement of key stakeholders, service users and their carers and the communities we serve.

Job responsibilities

Strategic Planning: Working alongside Senior HPFT Leadership to design and develop programme goals, objectives and success criteria. Develop and implement a comprehensive programme roadmap, including timelines, milestones and resource allocation. Process and Service Improvement: Identify opportunities for process optimisation and service improvement which will improve efficacy and efficiency, deliver added value, streamline and simplify the ways in which we deliver our services for the benefit of our staff, our service users, their carers and our communities. Programme Leadership: Provide overall leadership and direction for transformation, delivering value and continuous quality improvement programmes ensuring they align with the Trusts strategic Vision and objectives and the commercial and clinical strategies. Programme Governance: Establish effective governance mechanisms to monitor programme progress, mitigate risks, resolve issues and make timely decisions. Establish programme governance structures, including both steering and working groups. Define roles and responsibilities within each programme, decision making processes and escalation paths. Risk and Issue Management: Identify, assess and mitigate programme risks and issues. Develop risk management plans and ensure timely resolution of issues. Monitor programme performance metrics and take proactive measures to address anomalies. Implement effective contingency plans and ensure business continuity is protected during periods of change. Programme Delivery: Drive the delivery of programme objectives, quality and safety standards within the time, budget and financial parameters agreed for each programme. Monitor progress against deliverables and facilitate timely decision making to keep all programmes on track. Stakeholder Management: engage and collaborate with stakeholders at various levels including the Executive Board and Senior Leadership team, Operational, Clinical and Medical leadership and all teams impacted by the change programmes, as well as with System partners and external parties as appropriate to each programme. Resource Management: Identify resource requirements for each programme co-ordinating with Business Leads and project managers to ensure adequate staffing and resource allocation. Monitor resource utilisation and implement strategies for resource optimisation across Trust transformation programmes. Change Management: Develop and implement engaging change management strategies to elicit enthusiasm, positivity and smooth adoption of changes during programme implementation. Continuous Improvement: Lead the Trusts Continuous Quality Improvement team and foster a Trust wide culture of continuous improvement, best practice identification and implementation through skills and knowledge development. Reporting and Communication: Working with the Trust Communications team, develop and deliver a comprehensive, compelling communications strategy for each programme of change which seeks to generate anticipation and positivity regarding the proposed changes, and communicate programme objectives, progress and outcomes to target audiences. Prepare clear and concise programme reports, presentations and dashboards as appropriate for each programme to ensure transparency and accountability for delivery. Facilitate and lead programme related meetings, workshops and presentations as required. Team Management: Manage a team of direct and indirect resources across multi-disciplinary teams with varying knowledge and skill sets for project and programme management. Project managers will currently have an indirect reporting structure to the post holder.
