We have a new long term corporate strategy and People Plan and we are looking for someone who can provide inclusive, compassionate leadership to the People Services directorate while delivering against our ambitious People Plan priorities.

An ability to work collaboratively across internal and external teams, develop and deliver complex programmes of work with limited resources and provide assurance that we are operating to the highest possible standards. Experience of managing complex employee relations cases and developing processes that support a just and learning culture would be an asset. There will be opportunities to work with system partners on improving People Services across Norfolk and Waveney as well as our Electronic Patient Record and New Hospital programmes.

Main duties of the job

We have made real progress as an organisation to modernise and improve the support we provide to the organisation, but we can do more to embed our values and develop an organisation and leadership team which reflect our population and workforce. We are also looking to take the next steps with the development and expansion of digital workforce systems and solutions.

We are actively seeking candidates from a variety of backgrounds who offer the leadership skills required to take our Trust forward. Your values and ability to inspire and harness the talents of others are more important than where you have gained your leadership experience. Candidates should have CIPD level 7, or be working towards and have significant academic or equivalent practical experience of Human Resources.

About us

The Queen Elizabeth Hospital (QEH) King's Lynn is located near some of the most beautiful scenery in the UK, along the north Norfolk coast, and not far from Sandringham House.

We provide a comprehensive range of specialist, acute, obstetrics and community-based healthcare services to around 331,000 people across west and north Norfolk, in addition to parts of Breckland, Cambridgeshire and South Lincolnshire. We have more than 4,000 staff and volunteers, approximately 530 beds, and a helipad for air ambulances. We work with neighbouring hospitals for the provision of tertiary services, including as part of regional partnership and network models of care, such as the trauma network. Some specialist services and clinics are provided in community facilities, such as the North Cambridgeshire hospital in Wisbech.

Job responsibilities

Deputise for the Director internally and externally

Provide leadership in the delivery of major organisational and system change projects which may impact across and outside of QEH.

Provide leadership to ensure the delivery of the Trusts People Strategy and national requirements, for example related to EDI and other areas of focus.

Provide expert Human Resources advice to the organisation including employment law updates and dealing with complex and emotive employee relations issues.

Ensure the appropriate management and resolution of employee relations cases.

Ensure that the Trust has People policies and procedures which are legally compliant, embed best practice and have at their heart the organisations values.

Role model the values of the organisation and develop a positive organisational and team culture

Support the Director in the development and deliver the Trusts People Plan

Be responsible for ensuring the development of strategic plans affecting thew whole organisation and system over long time periods. E.g. Talent Management, Staff Wellbeing, Inclusion, and Recruitment

Write Board papers, strategic plans and strategies which combine complex, contradictory or partial information in a way that is intelligible to a wide audience.

Develop and use organisational data to provide information to inform decision making.

Make judgements about significant organisational projects or priorities with incomplete, contradictory or confusing information and be able to explain the rationale to sometimes sceptical stakeholders.

Innovate and improve the delivery of People Services in the Trust.

Improve the capacity and capability of the People Services directorate.

Influence internal and external stakeholders to support complex, long term and challenging projects, strategies and initiatives that support the delivery of the Trusts strategic objectives.

Accountable for the development and delivery of substantial organisational and system wide projects and strategic priorities that affect substantial numbers of staff over several years.

Responsible for the day to day management of the People Services Directorate and line management of the senior leadership team.

Support the Director of People with leading the People Senior Leadership Team.

Forge productive relationships and partnership working with Trade Union colleagues.

Be an active member of our Deputy Directors Group, and the Trust Senior Leadership Team and appropriate system level groups.

Participate in the Trusts on-call rota at the appropriate level.

Person Specification

Qualifications

Essential

  • Educated to degree level or equivalent experience
  • Member or Fellow of CIPD
  • Evidence of continuous professional development


Desirable

  • MA HR Management or Associated Subject


Experience

Essential

  • Proven high level leadership skills in a multifaceted complex organisation
  • Substantial and relevant senior management experience in a key operational role with healthcare
  • Significant NHS experience
  • Can demonstrate achievements in workforce effectiveness and managing within budgets
  • Business planning, objective setting, and performance management experience
  • Experience of leading, coaching and building capability in an organisation
  • Experience of collaborative working, building effective partnerships with Trade Union representatives
  • Demonstrable experience of implementing EDI initiatives and of championing EDI at scale across a large and complex organisation
  • Experience of leading on Staff Experience including reward, recognition, engagement, wellbeing, diversity and inclusion

  • Ability to work in a complex environment and manage employee conflicts through to effective resolution
  • A modern approach to people management, demonstrating an effective balance of leadership styles and creating high performance team environments
  • Knowledge and experience of supporting system wide change. Engagement of resistors in change programmes
  • Comprehensive understanding of UK employment legislation
  • Ability to develop and deliver effective and sustainable workforce plans in line with key workforce performance trends and strategic objectives
  • Knows how to prioritise relationships of key importance to fulfil the role successfully and achieve the Trust's ambitions
  • Strong personal values that align with Trust values and the ability to model these as a senior leader demonstrating a commitment to Trust leadership, behaviours and values
  • Understanding of the local system working infrastructure including priorities and plans and how the people agenda contributes to the wider delivery of developing ICS strategy and approaches
