The post holder is to provide strategic and operational management for all aspects of site management within the buildings managed by the SSM. This includes:

Represent the Trust in project steering groups to identify and review future service provision of Estates and Facilities contracts, review tender returns as required and contribute to the appointment of new service providers.

Job responsibilities
1. In liaison with Service Manager, other local managers (attached to the other Service Lines), senior site team, various department at Trust Headquarters (Facilities, Estates, IT, procurement , Finance etc.) provide strategic direction and be responsible for the management of all site related support services issues. This will include monitoring standards of service delivery and financial control.
2. The local management of non-clinical functions, including:
- Waste management
- Catering
- Domestic services
- Taxi/ couriers
- Patient transport
- Security
- Portering
- Grounds and gardens
- Parking
- Environmental response to complaints
- Maintenance
3. To work with the Clinical Director and service manager to ensure cover for the allocated medical rotas including providing relevant rotas to staff in a timely manner in advance managing cover for longer and short term vacancies / sickness.
4. Communicate and liaise directly with the Executive Board, Service Director, Local Managers and Trust Headquarters regarding site-related issues. Initiating and working jointly with others, including services users and providers, on services development issues.
5. Play a lead role in the negotiation, agreement and monitoring of all Service Level Agreements for the Trust, for example security, laundry, domestic catering, works and supplies, ensuring they meet service needs.
6. Responsible for building safety in respect of fire, being the Borough/ Site Responsible Person including:
- Taking the local for fire risk assessments and training
- Responsible for producing and updating the fire policy and evacuation procedure
- Responsible for carrying out fire drills and arranging drills / exercises when required
- Ensuring that an action plan is drawn up, implemented and reviewed.
7. Responsible for ensuring the site requirements of Health & Safety at Work Act,
Fire Regulations and other related legislation are implemented across the sites, developing new policy and practice initiatives and contingency plans, ensuring all emergency systems on site are understood by the staff and working including:
- Staff safety alarms
- Fire alarms
- Security systems
8. Establish and maintain liaison with the user groups charitable organizations, Advocacy groups, Environmental Health and other neighbouring service providers.
9. Manage the building environment liaising with Headquarters Estates, Facilities, Health & Safety, Fire Officer and other external agencies. Planning / reviewing / reacting to all matters pertaining to the environment to meet the operational objectives.
10. Identify and coordinate local capital bids in agreement with Service Director and responsibility for producing a clear operational brief for the project. Taking the operational lead in all aspects of capital projects including the design and management/ liaison of contractors on site. Responsible for ensuring staff on site are regularly communicated with I respect of forthcoming works. Responsible for approving and scheduling works in occupied areas ensuring that local managers are kept advised of development.
11. Responsible locally for contractor induction, ensuring contractors are aware of health and safety issues and that they abide by them for example tool management. Acting as the liaison point between the contractors and the wards/ department arranging access and ensuring staff are aware of the works being undertaken in the building.
12. Responsible for risk assessment and management across the site/s in line with new development working with the Trusts Health & Safety./ Risk Management Group, for example co-ordination of workplace Risk Assessment.
13. Management of non-clinical budgets. This includes identifying any cost savings and meeting on a monthly basis with the relevant Management Accountant.
14. Taking the operational lead in the PLACE process and any other environmental assessments, including:
- Ensuring that the action plans are produced, implemented and reviewed.
- To be responsible for coordinating and leading site visits.
- Participate in mock PLACE visits to other sites to identify issues that may need addressing in advance of any formal visit.
- Carrying out PLACE visits to other sites as part of the Trust wide Operational Team.
15. Provision of training and induction, including Doctor induction.
16. Manage the site services element of service provision through the use of audits and surveys.
17. Responsible for producing policies/ protocols and procedures, for all site related issues, liaising with /Site Management Teams and Lead Clinicians.
18. Manage the re-location of services as and when required ensuring efficient use of space.
19. Responsible for overseeing and authorising the procurement process locally including being an authorising officer for the procurement of goods and services.
20. Provide local support in relation to non-clinical systems developed by the Trust.
21. Responsible for the management of the maintenance process locally, reviewing Estates reports as necessary. Attending monthly Estates liaison meetings with designated Estates Officer, Service Manager and clinicians.
22. Responsible for liaising with Headquarters regarding the environmental responses to the CQC.
23. Liaison with Infection Control staff with regards to the environment.
24. Making sure that all staff are inducted into the use of systems such as the panic alarm, fire and security systems, ensuring that the alarms/ system s are serviced and in working order.
25. Responsible for the management of any access system, including obtaining ID badges for all staff.
26. Lead on local/ Borough health and safely matters.
27. Input into local/ Borough Business Continuity Plans.
28. Working jointly with Service Managers, clinicians and the Emergency preparedness Manager on emergency planning.
