This is an exciting opportunity to join People Services in a leadership role supporting workforce transactional services and systems ensuring the Trust is actively developing and improving its systems use for maximum benefit and ensuring is ready for implementing the national system replacing ESR.

The role requires an ambitious and motivated individual with demonstrable operational and implementation experience with workforce management systems with particular focus on Electronic Staff Record (ESR) and rostering systems e-Roster and e-Community. The role also requires an individual that can demonstrate strong project management and communication skills along with excellent knowledge of the workforce solutions and their associated benefits.

Main duties of the job

The post holder will lead on the delivery, implementation, development and deployment of systems and processes to support the achievement of the Trusts People Strategy, the NHS Long Term Workforce Plan, and the wider workforce agenda, including the replacement of the national ESR system.

They will be the lead specialist for workforce systems including ESR, e-Roster and workforce dashboards, and will lead and manage the maintenance, continuous improvement and development of the systems and associated workforce analytics ensuring compliance with employment legislation, statutory regulations, data protection and local policies.

They will lead on the development of a programme to ensure the maximisation of systems to realise full potential and benefits, continuously improving working practices in line with updates to legislation, national guidance, best practice and innovation, developing KPIs to measure compliance.

They will use specialist knowledge of NHS Terms and Conditions including Agenda for Change, Medical and Dental, VSMs and Whitley provisions still active, to ensure that complex workforce solutions comply with the terms and local agreements in place.

They will lead on measuring and monitoring levels of attainment for Agenda for Change e-rostering and identifying areas of improvement and development to support the Trust achieving the highest level of attainment against the NHSE meaningful use of standards of attainment.

Qualifications

Essential

  • Educated to postgraduate diploma level or able to demonstrate knowledge equal to this level in at least 3 out of the following areas: oFunctionality of e-rostering systems oFunctionality of large workforce/payroll databases oHighly complex rules of application oTerms and Conditions applied to support systems/rostering oReport writing and interpretation


Desirable

  • Prince 2 Practitioner or AGILE or equivalent experience
  • CIPD Qualification level 5 or above


Knowledge and Experience

Essential

  • Highly specialist knowledge of large/complex workforce and/or payroll databases Electronic Staff Record ESR or similar
  • Highly specialist knowledge of rostering systems particularly within healthcare settings including relationship to safer care and pay
  • Highly specialist knowledge of use of analytics from systems and interpreting information to support the development of workforce/services, pay and reward
  • Knowledge of NHS Terms and Conditions of Service, all Medical and Dental Terms and Conditions
  • Knowledge of Working Time Compliance
  • Knowledge and experience of applying the Data Protection Act 2018 (GDPR)
  • Experience of leading operational teams and processes to tight deadlines within the NHS/Public Sector or other large complex organisation
  • Experience of Project Management
  • Experience of interpreting and implementing terms and conditions of service across a complex workforce
  • Experience of advising senior management teams on terms and conditions
  • Experience of development and management of policies and processes related to the operation of workforce/rostering databases
  • Knowledge and experience of applying the Data Protection Act 2018 (GDPR)
  • Proven track record of implementing workforce initiatives within a complex environment
  • Ability to deliver innovative workforce solutions that meet business needs

  • Significant NHS experience including the management and maintenance of e-rostering system and/or, Electronic Staff Record (ESR
  • Experience of working with partner organisation, e.g. NHS England, ICB
