Exciting opportunity to work within the Procurement team at University Hospitals Plymouth NHS Trust (UHP) as a Category Buyer.

This role offers a range of activities which will challenge the post holder and provide motivation to support the delivery of savings,added value and innovation through the procurement of the Estates and Facilities goods and services.

The main duties concentrate around the procurement and management of the UHP Estates and Facilities contracts, to include the extensive Hard FM maintenance portfolio under this category of spend.

The role provides the opportunity for the right candidate to work collaboratively with teams across the UHP organisation as well as our partnered organisation Livewell Southwest, to explore and deliver procurement outcomes which ultimately support direct patient care.

***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

The desired candidate will have fantastic communication skills with the ability to build relationships and provide a professional procurement service.

Required to regularly meet and engage with stakeholders at all levels within UHP, and wider healthcare network, to ensure savings identified on the Procurement Workplans are met or exceeded.

The demonstrated ability to become a category expert is essential along with ability and confidence to lead multiple complex procurement strategies.

Experience in the development of sourcing strategies is required to ensure further strategies can be developed for designated spend categories.

Ability to engage with external bodies to include framework providers and regional peers is essential to ensure all procurement activity is conducted in line with public sector procurement processes.

Job responsibilities

1.Responsible for developing sourcing strategies for designated spend categories

2.Is expected to manage their own and any staffs delivery of recurring savings and inflation management

3.Responsible for tendering, contract management and negotiation within designated spend categories

4.Provide monthly summary activity and risk reports to the Senior Procurement team of non-pay savings progress against agreed work plan targets

5.Support the department in creating a positive Procurement brand and identity, that ensures the corporate Procurement function is valued and the first stop for all commercial activity

6.Responsible for ensuring all Procurement is conducted in line with the procurement strategy, Trust and Livewell Southwest SFIs, SOs, and UK law

7.Develop and deploy sourcing strategies that deliver cost savings, drive out waste and improve patient care e.g. New technology introduction, managed services, product and supplier standardisation and rationalisation

8.Support Scan for Safety (GS1) implementation, Lord Carter review programme and Success Regime delivery as required

9.Liaise with collaborative partners in assessing collaborative opportunities within areas of responsibility

10.Assist in the development of collaborative work plans through identification of local opportunities which may have broader strategic potential

11.Oversees the successful implementation of regional-wide projects that fall within designated categories

12.Sourcing and trust strategy development

13.Is fully conversant with the Trusts SFIs, SOs and SOD and provide relevant training to internal and external stakeholders where appropriate

Person Specification

Knowledge & Experience

Essential

  • Demonstrable procurement experience including ability and demonstrable experience to produce tenders, quotations, tender evaluations and drafting contracts
  • Understanding of the commercial mechanics of the procurement in large clinical settings , or proven transferable knowledge from the private sector
  • Working strategically and effectively within the local and national environment
  • Demonstrable experience working with a multifaceted team made up of various stakeholders to lead and deliver a successful procurement project


Desirable

  • Up to date with the latest European and UK legislation e.g. Public Procurement Regulations


Qualifications

Essential

  • Degree within related field or demonstrable relevant experience
  • Studying towards or gives a commitment to obtain a Chartered Institute of Procurement and Supply (CIPS) Professional qualification (Graduate or Advanced Diploma in Procurement & Supply) or relevant equivalent qualification
  • Current member or gives a commitment to join CIPS


Desirable

  • Professional Diploma in Procurement & Supply
