o Head of Service and subject specialist for all Security services within the Trust including undertaking the role of the Security Specialist for the Trust across all sites at the University Hospitals Sussex NHS Foundation Trust.

o Subject specialist for all Violence Reduction activities across the Trust.

o Support the Executive Director for Security and Assistant Director of Facilities in developing long-term strategic plans for Security service provision in support of the Trust's strategic plans and clinical priorities.

o Budget holder for Security and Car Parking budgets.

o Establish and maintain good working relationships with a wide range of internal and external stakeholders to ensure Security services support the Trust in delivering safe and high quality patient care.

o Participate in investigations, grievances and disciplinary procedures, as required and if necessary conduct internal investigations and hearings.

o Protecting staff, patients and visitors from acts of violence and abuse ensuring wherever possible evidence is gathered and preserved to secure conviction of offenders. This will on occasion involve direct engagement with patients displaying challenging behaviour.

o The Post holder has Freedom to act and provide advice and guidance without recourse to senior colleagues, including communication with external stakeholders at a senior level.

Main duties of the job

  • Act as the Head of Service for the Security and Car Parking services with line management responsibility of staff and act as the lead subject specialist Trust wide across UH Sussex.
  • Interpret statutory legislation, national guidance and external policy on Security matters and develop policies and processes to ensure compliance by the Trust.

Provide specialist advice and guidance on crime reduction measures and security management.
  • Ensure that all NHS security management work is carried out within the professional and ethical framework.
  • Ensure Security operational risks are identified and recorded on the Trust's corporate risk register and that resources are put in place to pro-actively manage the risks.
  • Develop and report on strategies and frameworks relating to crime and violence reduction measures across the organisation. This will include operational frameworks for the achievement of national and local targets.
  • Produce the Trust's annual security plan for approval by Executive Directors, Finance and Workforce committee, Security Management Group and the Board of Directors.
  • Ensure Capital Development schemes and refurbishments receive appropriate & timely security advice to maximise the opportunity to design out crime from the Trust's built environment and to achieve 'Secured by Design' status for new build & refurbished estate.

  • Work closely with the Chief Nurse and clinical teams to develop strategy and ensure the priority of the safety of Trust staff, patients and visitors.
  • Advise and offer guidance regarding the appropriate safer actions for staff in relation to individual patients in clinical areas. This may include direct engagement with patients displaying challenging behaviour.
  • Attend Serious Untoward Incident (SUI) and After Action Reviews (AARs) in relation to violence, personal safety and security issues. Provide advice in the context of personal safety and involvement of criminal justice agencies (e.g. Police and Crown Prosecution Service) where this is a component of the case.
  • Where members of staff have been physically assaulted, conduct investigative interviews of patients and staff in accordance with the Police and Criminal Evidence Act (PACE). (Investigation Interviews with service users must be conducted face to face (PACE 1984).)
  • Support clinical staff who have been physically assaulted in the working environment and advise on cases where assaults have some element of clinical causation.
  • Analyse complex data and develop a reasoned argument for effective change in clinical practice.
  • Involve patients/patient representative groups in the development and implementation of reduction strategies to manage violence, personal safety and security.
  • Provide advice on the design & construction of clinical environments with relation to Security, challenging behaviour and violence.


Person Specification

Experience and Qualifiations

Essential

  • Possess appropriate Security & /or Risk Management qualifications to degree level or equivalent experience. Significant experience in a similar role.
  • Accredited NHS Local Security Management Specialist (LSMS) OR Equivalent OR Equivalent Experience
  • Member of Security Institute or similar professional body.


Desirable

  • Post graduate study equivalent to Masters level or equivalent. (D)


Knowledge and Experience

Essential

  • Experience of managing security in NHS or other large complex organisation.
  • Experience of procurement, specifying & managing complex technical security systems.
  • Knowledge of UK Legal System and experience of conducting criminal and disciplinary investigations
  • Experience of the relationship between procedural, physical, & relational security in a clinical environment.


Skills and Abilities

Essential

  • Demonstrable experience in communicating highly complex or contentious information to staff and others at all levels both internally and externally
  • Able to analyse complex technical & financial data & legislation, assess its impact on the organisation and make sound reasoned judgements based on that analysis and influence organisational change relating to that analysis
  • Experience of achieving innovative and major change in a large, diverse and complex organisation.
  • Able to develop, adapt and deliver detailed strategic and operational plans for planned & unplanned activity including emergency situations
  • Identify & manage significant budgets in accordance with NHS Standing Financial Instructions including developing & delivering elements of cost improvement/savings plans.
  • Understand and utilise ICT to its full potential both personally and within the department
