This post is accountable for leading and managing HLDP services at an operational delivery level, leading on a program under a tri-partnership arrangement. The post will work with colleagues to implement the strategic aims and objectives of the service, whilst embodying the values of NL MHP, the Whittington NHS Trust, and Haringey Council.

To provide operational and strategic leadership to the integrated health and social care service that is formed under the Haringey Learning Disability Partnership (HLDP).

To discharge the council's statutory responsibility to lead and develop the strategic and operational delivery of the HLDP in Haringey, in line with the Care Act 2014.

To be responsible, as part of the Adult Social Services Leadership Team, for the delivery of Council and NHS strategies and goals, including, the implementation of the Care Act 2014 and delivery of the integration agenda supported by the NHS Better Care Fund.

The post is jointly funded by Haringey Council and Haringey Clinical Commissioning Group (Haringey CCG), via the HLDP pooled fund, with Haringey Council acting as the 'lead partner' in the partnership.

Post holders will provide strong leadership management and guidance regarding the allocation of resources, risk management, change management and behaviours within a specific service area.

Main duties of the job

To manage and coordinate interface between health and social care, especially in terms of providing timely assessments and urgent referrals.

To create governance system around risk and be responsible for disseminating across the partnership.

To have management oversight in day-to-day activities of the service and manage interface between HLDP and other stakeholders.

To manage complaints and have a process of escalating to the appropriate agencies system.

To work alongside the clinical lead to manage safeguarding processes and ensure that all staff are compliant with safeguarding procedures.

To have operational oversight and set up a robust system for business continuity plans.

Job description

Job responsibilities

To be responsible for the leadership and delivery of efficient and effective Haringey Learning Disabilities Partnership (HLDP) services.

To oversee all relevant matters relating to safeguarding within the Haringey Learning Disabilities Partnership (HLDP), working in partnership with colleagues in the Council Safeguarding Service and with other relevant safeguarding leads in partnership agencies.

Uphold and further develop the HLDPs vision, mission, and commitment to continuous improvement of the service.

Lead on the development of service performance and quality improvement strategies, HLDP Business Plans and partnership arrangements with Housing Haringey CCG and with the two NHS delivery partners (Whittington Health NHS Trust and Barnet, Enfield & Haringey Mental Health NHS Trust).

Develop and embed a model of service leadership that inculcates personal accountability, confidence in professional practice and pride in the service offer to citizens of Haringey.

Manage a multi-disciplinary team of managers (responsible for providing community/ establishment based social work/ care management/ health-clinical services) and be accountable for the performance management and the quality of work undertaken within the service.

Maintain excellent relationships with a wide group of key stakeholders, including people who use learning disability services their carers and families NHS and local authority staff independent sector providers and local authority members.

The post holder must ensure that Health & Safety legislation and the Councils Health & Safety requirements are complied with and monitored within.
