The East Midlands Pathology Network (EMPN) is at an exciting phase of development. We are now at a point in our collaborative journey, with a vision for how pathology services can be delivered in an integrated way across East Midlands, to take advantage of network maturity to plan and deliver transformational opportunities beyond March 2025.

This is a unique opportunity to join EMPN and lead the operational delivery of a large scale programme of transformational change in a stimulating environment, in which the nine EMPN Trusts operate, and to make a lasting positive effect on this regional healthcare economy.

You should be able to demonstrate a track record of delivering system wide and collaborative improvement, have an inspirational manner, the confidence and experience to ensure the EMPN steering group can be assured about our plans and performance, and be able to influence at a local, system, regional and national level.

The post requires leadership skills, communication abilities including handling external scrutiny and selling a vision to staff and stakeholders, an alignment with the values of EMPN and each partner organisation and an ability to provide clarity of thought and organisational direction while under operational pressure.

EMPN is the group of the nine acute provider partners across the East Midlands and South Humber who have come together as there is a commitment to maximise the opportunity afforded through collaboration and not competition.

The purpose of EMPN is to establish a culture of collaboration and partnership working and its remit considers both specialised and district general hospital pathology services. Providing strategic oversight and vision based on population need.

From an operational perspective EMPN is following a transformational agenda to deliver fully integrated joined-up services thereby leveraging sustainable improvement opportunities in the long term for the entire health community and, of course, for the benefit or our patients.

Being the largest pathology network in England presents its own unique challenges. That said, EMPN has been largely successful to date in establishing a collaborative working model, its development of a long term 'One Network -Four Hub' Operational Model, and in securing significant investment funds underpinning Digital Transformation in Histopathology and novel schemes to deliver effective interoperability across its constituent laboratory services.

Although the team is predominantly remote working the Pathology Network Operational Director will be expected to have regular physical presence across our Network sites.

Qualifications

Essential

  • Educated to Masters level or equivalent level of experience of working at a senior level within the NHS
  • Evidence of continued professional and managerial development


Knowledge/Experience

Essential

  • Must have an understanding of the background to and aims of current national policy in relation to Pathology Network Services and appreciate the implications of this on engagement
  • Direct experience of working in pathology service delivery would be advantageous particularly where experience incorporates transformational change of network pathology services
  • Extensive, successful track record of leadership and delivery at a senior level in a complex environment, in health care
  • Experience of leading transformational change in a challenging resource environment
  • Excellent track record of working in partnership across a range of organisations to achieve significant change and improve service outcomes for the local population
  • Experience of holding stakeholders to account for delivery of plans and priorities.
  • Significant in-depth experience of organisation-wide policy development, interpreting relevant legislative and other requirements
  • Able to demonstrate an understanding of the history, complexities, opportunities and risks of collaboration in this geographical area
  • Understanding of the planning, scheduling and risk management of operational systems within a complex environment
  • Able to demonstrate previous success in providing innovative and creative project delivery solutions.
  • Experience of managing and maintaining effective relationships with a variety of stakeholders and able to build alliances and networks
  • Experience of building personal and professional credibility with Board, management and clinical teams and staff
  • Understanding, managing and leading difficult decisions within the complex governance across organisations
