Group Director of Strategic Infrastructure - VSM Tier 1

Barts Health is keen to welcome an enthusiastic new director who will understand the importance of collaboration across North East London and with other partners. It is absolutely critical that the new Group Director of Strategic Infrastructure shares, and role models, the group's values.

The role will require careful navigation of strategic capital projects against a finite level of resources. This will be done in conjunction with the Finance team and senior responsible officers. This person will have direct accountability for the directorate's budgets and the associated workforce. The Group Director of Strategic Infrastructure will work on developing a structure that responds to the demands of today including compliance assurance and collaboration of partners.

This role forms a vital part of the strategic leadership of the Trust, and its ability to deliver, now and in the future, world-class quality of care to a growing population. This is an ambitious and substantial brief with responsibility for leading some of the largest developments in the NHS. Barts Health is a significant player in the collaboration work across the North East London system. There are great opportunities for the function to expand across a bigger footprint by demonstrating the benefits of collaboration. Creation and delivery of an estates strategy which is aligned with the Trust's overall clinical strategy is vital to Barts Health's continued sustainability and further development towards becoming an outstanding organisation.

Job responsibilities

Reporting to the Group Chief Finance Officer, the post is responsible for developing, leading and delivering the overall estate strategy of the Trust, including supporting the effective delivery of capital project management. The role will also ensure efficient and effective day to day management of the estate, the major PFI contracts at three of our hospital sites (St Bartholomews Hospital, The Royal London and Newham University Hospital) and the significant recently insourced soft FM services across the Group.

Experience

Essential

• Senior level experience of leading Estates/Facilities Management function in a complex organisation
• Experience in collaboration with partners to deliver end user benefits
• Creating and implementing a strategic plan for the benefit of users
• Experience in leading and managing a multidisciplinary team including objective setting and performance management
• Experience in developing, commissioning significant capital projects.
• Experience of advising Board Directors individually and collectively

Desirable

• NHS related experience in a Group Model setting
• Working with partners across different sectors
• Led on long term planning across multi sites and sectors
• Project managing capital works programmes within a public sector environment

Skills

Essential

• Ability to manage complex estates and capital projects on time and in budget.
• Communication with stakeholders: particularly clinical staff and regulators as well as Trade Unions
• Persuasion/negotiating/interpersonal skills particularly when building teams
• Ability to balance competing priorities and meet personal and directorate targets within a fluctuating and demanding workload
• high level analytical skills and sound judgement
• Proven leadership and interpersonal skills
• Ability to develop close working relationships with a wide range of professional groups

Desirable

• Understanding of managing the development of a new hospital or similar scale project.
• Lead multi agency projects to deliver project outcomes using effective communication.

Knowledge

Essential

• Compliance and quality standards within an NHS organisation
• Statutory responsibilities of a director role for estates within the NHS
• Fire safety regulation in a hospital and place of work
• Knowledge of issues regarding managing NHS PFI contracts

Desirable

• Working with partners outside the NHS to meet Fire safety standards
• Health and Safety legal requirements and specific details of compliance in the NHS
• Knowledge of complex PFI contracts in the NHS and ability to work with NHSE

Qualifications

Essential

• Appropriate first-degree graduate and relevant postgraduate qualifications, or their professional equivalent

Desirable

• Further qualification relating to Estates management such as Engineering qualifications.
• Project management qualification
