NHS South of England Procurement Services (SoEPS) have an exciting opportunity for an experienced Procurement Professional to join us as a Senior Procurement Manager within our Commissioning Team.
Main duties of the job
SoEPS is hosted by Portsmouth Hospitals University NHS Trust and provides a full range of procurement services, including Strategic, Healthcare, Operational and Category Sourcing, Data Management, Consultancy, Supply Chain and Inventory Management to Portsmouth Hospitals NHS Trust and other NHS Clients. This role sits within our Commissioning Team, which provide procurement support to NHS Hampshire and Isle of Wight Integrated Care Board (HIOW ICB).
The Commissioning department is a busy and interesting environment, you will meet different challenges and the successful candidate will be an integral part of the team providing a first-class procurement service.

Main duties of the job
- You will deliver leadership and projects across a variety of complex and high value purchasing categories.
- Responsibility for the development and delivery of strategic procurement including healthcare services, equipment, consumables, and digital solutions.
- Take a lead role in the delivery and development of the Commissioning Teams work plan within the local health economy, working in partnership with the ICB.
- Provide advice and guidance on appropriate procurement routes and processes, compliance with all relevant legislation, bringing added value to the benefit of the Client.
- Deliver a user-friendly service and be responsible for the management and continuous improvement of the Procurement functions and activities across SoEPS.
- Guide and support stakeholders at all levels, including Directors, on compliant and effective sourcing strategies.

About you:
- Experience as a senior specialist in commercial or public sector procurement, with a demonstrable track record of leading complex procurement projects.
- Advanced procurement knowledge excellent understanding and knowledge of Public Contracts Regulations/Procurement Directives and UK Legislation.
- Willing to work onsite on a weekly basis (split equally between home and office location) with periodic travel to various locations across Hampshire and the Isle of Wight.
- Qualified Member of the Chartered Institute of Purchase and Supply (MCIPS) or MBA in Strategic Procurement or relevant equivalent.
- Excellent verbal and written communication skills.
- Strong IT skills, particularly Microsoft Teams, Excel, Word, etc.
- As part of your pre-employment checks, we will be required to obtain satisfactory, written references.

- Experience of a client focused environment, working in and building collaborative partnerships with multi-disciplinary teams in order to project manage/deliver procurements of varying value, complexity and risk for a large organisation, from initial planning through to contract award, achieving cost reductions/efficiencies.
- Experience of leading training and development activities/initiatives
- Experience of writing and implementing Strategic Procurement/Options Papers.
- Experience of Contract Management.
- Experience of Supplier Relationship Management and building collaborative partnerships.
Desirable
- Experience of leading training and development (including Coaching and Mentoring).
