Lincolnshire Adult and Older Adult Community Mental Health Transformation Programme is an exciting and innovative programme of work which seeks to enable transformational change in community mental health services, applying a Trauma Informed Care approach to embed new ways of working that promote self-efficacy, provide high quality specialist care and develops an accessible and integrated continuum of care benefiting people and their communities.

We are looking to recruit to an enthusiastic and motivated Programme Support Officer on a permanent basis. This is an exciting opportunity to lead on the delivery of a variety of transformation projects, making a real difference to patient's outcomes and experience.

As a key member of the team that is leading out the programme and working closely with the transformation programme leads, you will be required to provide project leadership and oversight to a variety of programme areas and via contractual processes ensure the commissioning intentions of the transformation programme are transacted and delivered.

Main duties of the job

You will have experience of operating as part of a busy project and programme management team and a good level of knowledge and understanding of project and contractual management and methodology.

You will be required to lead and also assist in all aspects of projects including, the administration of tasks, project planning, monitoring of plans to ensure the project remains on target, highlighting and escalating any issues and risks proactively.

You will be required to have a good level of interpersonal skills to communicate effectively across a variety of service areas, clinical teams and a broad range of stakeholders, being able to build and maintain excellent working relationships, across all system partners.If you are a team player, able to bring people together from across the health community to support close partnership working and co-production and you share our vision and values, we want to hear from you.

Job description

Job responsibilities

To support service development and transformation redesign.

To support the development and implementation of commissioning intentions and plans that are aligned to delivery of national and local health and social care priorities that will improve mental health and wellbeing.

Lead on projects, designing and commissioning services which are evidence-based and address health inequalities, working with stakeholders and place based partners across the continuum of care, to address local need and priorities.

Ensure collaborative relationships with system partners to enable collaborative transformation.

The post holder will have their own portfolio of contracts to manage and will also support the negotiation and performance management of these contracts. This will include embedding robust processes to review, evaluate and report on performance outcomes.

To analyse and interpret data intelligence obtained from commissioned services to inform future planning requirements.

To lead on assigned tasks and support the transformation and operational teams to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively.

To report on the portfolio of transformation contracts to inform the targeting of resources.

Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks.

Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.

Undertake the contractual process including contract negotiations and the development of service specifications for the portfolio of contracts the post holder leads on, ensuring that they reflect required quality standards and outcomes together with the metrics that will be used to monitor, performance manage and audit/evaluate.

Contribute to the development of a performance management framework and undertake performance monitoring and management, ensuring performance data and information is regularly reviewed, with variances and other issues explored, and actions identified and implemented, with continued review until completion/resolution.

You may occasionally be asked to undertake such other duties that are deemed necessary in order to support business continuity within the Trust. This will only include tasks where you are appropriately trained

Person Specification

Qualifications

Essential

  • Qualifications at degree level through formal qualification or equivalent experience supported by extensive CPD portfolio
  • Further training or significant experience in project and contract management,financial management and supporting change management processes.


Desirable

  • Evidence of continued professional development.


Experience

Essential

  • Experience and understanding of evaluating and measuring the performance of health and/or social care services.
  • Experience in contract management, including performance management and quality assurance
  • Relevant previous work experience within a comparable role
  • Recent previous experience of working with people with lived experience
  • Previous experience of leading defined projects
  • Previous experience of working within one or more of the following areas mental health services, community/primary care, prescribing, long term conditions, financial planning, developing plans to deliver national and local priorities.
  • Partnership working - building effective relationships with different groups (internal and external) and partner agencies/ organisations.


Desirable

  • Working in the NHS or other statutory organisation environment.
  • An appreciation and understanding of issues facing the NHS at local and national level
  • Project management skills.
