Assistant Director of Health Protection

This is an exciting opportunity for a dynamic person to join Betsi Cadwaladr Health Board (BCUHB) within the Health Protection Team as an Assistant Director of Health Protection. The Health Protection Team sit within the Public Health Directorate of BCUHB and provide a range of services across North Wales to prevent and control the risk of infectious disease and environmental threats.

Main duties of the job

The Assistant Director of Health Protection will provide strategic leadership and support to the BCUHB Health Protection Team whose functions include, Infectious Disease, Inclusion Health, Environmental Public Health, Training and Guidance. As part of the role, you will be expected to coordinate a range of health protection functions including programmes to prevent infectious disease (including immunisation, training and awareness raising), organisational preparedness for the management of infectious disease (including the development of pathways and standard operating procedures), the management of incidents and outbreaks of infectious disease (including testing, contact tracing and post-exposure prophylaxis). You will also be responsible for the strategic development, direction, planning and delivery of these programmes and functions, to support the strategic goals of the Public Health Directorate and the wider Health Board.

Job responsibilities

You will require a sound experience of health protection practice in the wider NHS context and have good generic public health skills together with an understanding of effective partnership working both within and across organisations. Working in close partnership with local authorities and the Health Board, the post holder will have operational responsibility for the provision of a safe and effective health protection service which delivers to high quality standards and is responsive to the needs of the local community and partners in the local public health systems.

A detailed work plan will be drawn up with the Executive Director of Public Health, upon appointment, drawing on the key tasks outlined in the Job Description.

The post holder can be based in BCUHB offices in Mold or Llanfairfechan. There is an expectation the successful candidate will undertake proactive work across North Wales with travel across the geographical area and to other sites should be expected.

Essential

  • Masters Degree or equivalent demonstrated knowledge/experience or qualification
  • Evidence of continuous professional development


Desirable

  • Professional management qualification/member of professional management institute
  • Qualification in Health Protection


Experience

Essential

  • Relevant senior operational management experience in working with multi-disciplinary teams
  • Experience in managing multi-million pound budgets
  • Experience in preparing, producing and negotiating complex business and service development plans
  • Experience in developing and delivering clinical and corporate governance systems within a clinical setting
  • Experience of developing effective Patient and Public Involvement


Desirable

  • Evidence of personal and professional research/audit
  • Published articles


Skills

Essential

  • Ability to analyse, interpret and convey/receive highly complex information
  • IT literate using multiple software packages - email, word processing, spreadsheets, databases, power point, and clinical information systems
  • Ability to work autonomously with no supervision with the ability to conceive, develop and implement policy at Divisional and corporate level and the ability to support, develop, motivate and lead teams at a senior level

  • Teaching/mentoring skills


Knowledge

Essential

  • Knowledge of the role and function of a statutory organisation and of the principles of Corporate Governance alongside the Knowledge and understanding of clinical governance Knowledge of National Service Frameworks
  • Thorough understanding of the NHS and its relationships with commissioners, service users, carers and other statutory and voluntary agencies

  • Awareness of key local health issues
  • Welsh speaker
