We are delighted to offer an exciting opportunity for a Workforce Planning Lead, to join our Trust. This role will effectively lead the delivery of all aspects of activities within Workforce planning and Information including Workforce Systems. With your expertise you will have the leadership skills to inspire the organisation to further embed workforce planning, systems and development into all our services and link to the wider Trust strategy and the People Plan.
You will lead the delivery of programmes, projects and plans to drive improvements in organisation effectiveness that delivers efficiencies for the Trust, focusing on workforce planning, establishment controls, data quality (ESR and other systems) and insights but also would also be expected to fully engage the wider systems planning approach and monitoring. This will include improvements to systems to improve data quality and decision-making, which is pivotal to the delivery of the Trust People strategy and NHS Workforce Strategies and its priorities.
Main duties of the job
The Workforce Planning Lead is responsible for the delivery of workforce information and analysis across UHB, including the ESR/information elements of large-scale workforce projects. The post holder will lead the production and delivery of meaningful Workforce analytics, comprehensive data insights for all aspects of the People strategy.
The post holder will lead the workforce planning process across UHB, supporting clinical and corporate leads in the development of their own plans and producing trust wide plans and analysis. You will actively support the Trust by developing responsive workforce system solutions and leading projects to influence workforce and service redesign.
The post holder will take the operational lead on a range of projects and initiatives internally and on behalf of UHB, including the UHB element of workforce planning established by the workforce sub group of the Birmingham and Solihull ICS and the UHB element of the annual workforce plan (NHSE).

- Educated to Master's Level in a relevant subject area, e.g., workforce planning, CIPD or business information or equivalent experience
- Evidence of relevant specialist training in workforce planning, workforce information and workforce systems
- Evidence of project and/or programme management training or equivalent work-based experience

- Experience of leading operational and strategic workforce planning in a large complex organisation
- Experience of short- and long-term scenario planning, presenting uncertainty and facilitating stakeholder use to make organisation and profession wide decisions or to inform decisions making across the system.
- Experience of delivering workforce planning models, forecasts and analysis using highly complex and contentious information and often where multiple scenarios are required due to uncertainty and to aid decision making
- Experience of presenting planning models, forecasts, and analysis to large groups of stakeholders from all levels throughout an organisation including up to Trust Board level and facilitating decision making where there are conflicting views or agreement is required to proceed with the next stage of work
- Experience of leading a team to deliver complex analytic models/statistical analysis and workforce information to a large complex organisation with a broad range of stakeholders
- Experience of designing, adapting and enhancing BI tools to manipulate and present workforce information
- Experience of designing and leading training delivering for workforce information and workforce planning tools
- Experience of translating national, regional and local policy and procedural information into workforce models, forecasts and analysis
