In support of the development of clinical services the Betsi Cadwaladr Health Board have established an extensive capital programme amounting to �20million a year for the development of a range of new and refurbished facilities.

We are now seeking to strengthen our in-house project management team to oversee the delivery of this programme.

You will lead an Area team and manage a range of capital projects to ensure they are successful in facilitating the development of services for the population of North Wales.

Main duties of the job

Support the Head of Capital Development in the management and development of the Betsi Cadwaladr University Health Board's (UHB) Capital Assets, providing in-house design service and supervision of capital schemes.

Responsible for project managing several schemes concurrently (including major capital schemes) from inception to completion. Ensure delegated capital projects are delivered in accordance with the UHB's policies and procedures and meet the defined project deliverables in relation to cost, time and quality.

Responsible for preparing proposals for agreement, project plans and ensuring all schemes are designed in accordance with national and statutory requirements.

Provide expert specialist and professional estates project advice to Directors, Division and Corporate Senior Managers, other Estates staff and external contractors.

Responsible for managing and supervising the Capital Development Programme with directly employed and externally commissioned framework appointed design teams.

Responsible for commissioning major capital schemes.

Responsible for maintaining and providing all record drawings and maintenance manuals for all LHB properties, for maintaining all technical and legislative information relating to Estates construction and design matters, as required.

Lead the Area Capital Development Team.

The ability to speak Welsh is desirable for this post English and/or Welsh speakers are equally welcome to apply.

Qualifications

Essential

  • Degree qualification in Engineering/Construction or equivalent.
  • Membership of a professional institution.
  • Evidence of specialist knowledge and experience at Masters level.
  • Evidence of continuing professional development.


Desirable

  • Project Management qualification.


Experience

Essential

  • Evidence of significant expertise and knowledge acquired within an NHS estates environment, working at Masters level.
  • Experience of working at a senior level within the NHS.
  • Experience of working within a relevant building or services discipline.
  • Experience of managing teams.
  • Experience in the management of multiple and complex projects.


Desirable

  • Experience of strategy development.


Skills

Essential

  • High level of site, contract and major project management techniques from conception through to final account and audit.
  • Able to communicate effectively, both verbally and in writing, highly complex information to a wide range of audiences, including senior and operational managers.
  • Understand and comply with all statutory duties required of the post.
  • Demonstrate effective, efficient selection, appointment and management of teams of various disciplines, vet all designs, gather complex facts, prioritise, analyse, interpret, prepare and present reports using various technologies in respect of all duties under his/her remit

Knowledge

Essential

  • Extensive knowledge associated with the design of specialised buildings and complex technical service requirements, and all aspects within the building and construction industry, complying with legal, statutory, financial and site specific constraints.
  • Ability to demonstrate familiarisation with specific NHS codes of practice, including ESTATECODE, Health Technical Memoranda, and Health Building Notes.
  • Sound knowledge of the regulations including: Asbestos regulations, site and design specific Health & Safety regulations, building regulations, COSHH.
  • Competent in the use of ADB architectural database and in the use and customisation of Autocad to service the design needs of specialist NHS buildings.

  • Knowledge of Associated Skills and trades within the industry
