The Procurement Department is looking for a customer-focused, methodical, enthusiastic lead buyer with excellent communication and negotiation skills to join our small friendly team.
You will be part of a dedicated Procurement Team responsible for negotiating and managing the contracting process end to end through a variety of contracts and framework agreements for the provision of goods and services to DCHS demonstrating understanding and utilising procedure routes in an effective and compliant manner. With a focus on achieving maximum savings and mitigation of risk by the use of effective route to markets, tenders and contract negotiations.
You will be responsible for assisting the Contracts Manager in delivering contracts that are robust, free from risk, legally binding and importantly cost efficient, effective and on time. Ensuring that DCHS can demonstrate to the public through the scrutiny of internal and external audit, that it obtains best value for money on its contracted non-pay expenditure.
You will have a sound understanding of public procurement regulations and legislation, to include PCR2015 and incoming Procurement Act to ensure compliance to these as well as our Standing Financial Instructions
Main duties of the job
To provide a high quality, comprehensive, proactive, efficient and responsive procurement service. Emphasis will be on supporting the delivery of compliant and fit for purpose contracts, showing value for money, and generating savings for the Trust in accordance with cost efficiency targets.
To deputise for the Contracts Manager as appropriate. You will share responsibility for undertaking complex and high value procurements and associated contract negotiations on behalf of the Trust. You will also liaise with other procurement and contracting authorities and other multi-trust groups as appropriate. To lead procurement work streams as identified and allocated by the Contracts Manager or Head of Procurement

- GCSE 'A' level or equivalent qualification
- Achieved or working towards the Chartered Institute of Procurement and Supply's Professional Diploma with a current minimum level 4 qualification.
- Evidence of continual professional development
- Willingness to undertake further appropriate study

- Project Management skills and experience
Experience and Knowledge required
Essential
- Extensive purchasing/contracting experience
- In depth knowledge of public sector procurement and contracting including current and incoming public sector procurement directives and legislation.
- Proficient in the use of e-tendering systems (ideally Atamis)
- Independent ability to produce specifications, quotations, tenders, evaluation criteria, in accordance with Trust Standing Financial Instructions and public sector procurement regulations
- Experience of a fully integrated P2P system and use of the Internet.
- Ability to analyse information, interpret data and present in a clear, comprehensive format for multi-disciplinary audience
