The newly established role of Commercial Services Officer will support the Senior Commercial Business Partner and Chief Commercial Officer, to deliver key commercial procurement outcomes in accordance with the implementation of Moorfields Eye Hospital's (MEH) Commercial Services and MEH vision and strategy for Commercial Procurement. This function is a strategic priority for successfully delivering the highest quality commercial outputs.
Main duties of the job
The role will assist in providing procurement advice, contract management guidance and commercial knowledge for opportunities across MEH. It will also assist in delivering against compliance with regulations, driving efficiencies across the organisation and enhancing value add.
The post holder will be a dedicated point of contact for the internal divisions and departments, to enhance the procurement transactional support provided by Partners Procurement Service (PPS). Responsible for helping drive productive collaboration between the internal stakeholders and the commercial and procurement functions. To aid in enhancing the MEH comprehension of commercial practices and intellectual property for its advancement.
Collaborating closely with key stakeholders and suppliers to foster a partnership-oriented approach that prioritises excellence, equity, and kindness in advancing eye care.

To cultivate and promote a culture of enthusiasm and expertise in commercial and procurement practices, nurturing a collective understanding within the organisation. To collaborate with PPS and other partners in developing a Procurement Improvement Program aimed at enhancing the internal commercial and procurement acumen of stakeholders, for the benefit of wider improvements.
To support in the development and execution of procurement workplans under the guidance of the Senior Commercial Business Partner. To engage with internal and external stakeholders to align procurement activities with organisational goals.
To support in delivering high risk and high value procurement projects in compliance with Trust SFIs and Procurement policies, procedures and legislation.
Responsible for maintaining and updating the Commercial Services Contracts Register.
To support in developing and delivering a work plan of projects (in partnership with PPS), cost savings and contract management initiatives, within the Trust.
To support in developing effective procurement strategies.
To help drive and oversee PPS to develop a range of procurement workplans for the effective management of non-pay activities within the Trust. Engaging with key internal and external stakeholders, aligning their requirements to wider organisational goals.
To deliver value to stakeholders through proactive and innovative commercial and procurement activities in alignment to Trust objectives.
To assist in delivering complex procurement projects and lead on initiatives for shared services categories.
To establish and maintain positive interpersonal relationships with other staff members characterised by trust, mutual respect, and open, honest communication.
Assist in managing a portfolio of innovation and enterprise-related projects. Contribute to industry engagement, knowledge exchange, and commercial collaborations under the guidance of senior staff.
To gain understanding in and support in securing the protection, development, and enhancement of intellectual assets. Support efforts to derive value from intellectual property (IP) for the benefit of the organisation.

To be one of the procurement advisors on behalf of the organisation. To ensure the PPS activities are aligned to the Trust, from the bidder interaction to the conclusion of the procurement. To support a drive towards to a structured review and approval of product changes within the Trust.
To support stakeholders in the development of specifications and evaluation criteria, in coordination with PPS and other partners.
To provide support with administration for the effective functioning of the service.

- Experience in supporting clinical and/or academic staff in project development, proposal preparation and project management related to commercial activity.
- Knowledge and working understanding of the Bribery Act and Data Protection/GDPR.

- Member of the Chartered Institute of Procurement and Supply (CIPS) with full membership or in progress.
