Our Senior Management Reporting Accountant will provide financial support & analysis to the Finance Business Support team and senior operational managers in the Trust.
The post is a development post and will start on Band 6 with development to Band 7 once the appropriate training & attributes have been achieved as detailed in this Person Spec. A development plan with progression criteria will be used setting out measurable milestones to be achieved in order to progress to the Band 7. This is expected to be achieved within 2 years (or sooner) to be reviewed 6 monthly with their line manager.
This new role will be key in contributing to the corporate financial reporting processes, including year-end processes and audit requirements. They will work with Senior Management Accountants, Finance Business Managers, Operational Finance Partners & other Finance staff and senior budget holders within the Trust, as well as with external partners including NHS Devon CCG, Devon STP, NHSE/I and other outside agencies such as Internal & External auditors, Local Authorities/Social services and other NHS organisations.
Main duties of the job
Be the lead Finance Analyst providing senior financial support to theFinance Business Managers, Operational Finance Partners & other Finance staff within the Finance Directorate and senior budget holders throughout the trust
Draft the expenditure side of the board report every month detailing main variances on pay, non-pay, other non-contract income and reserves
Be responsible for the production of complex financial information to support adhoc costings/analysis for Corporate Finance work, Trust wide projects and Business Cases. The post holder will be required to work with individual services & Finance to co-ordinate information requests/needs
Play a key role in contributing to the corporate financial reporting processes, including year-end processes and audit requirements. The post holder will be a key link with Auditors & the Financial Accounts team to co-ordinate information requests

Job responsibilities
- The post holder will be responsible for compiling the Trustwide monthly baseline data for year to date and forecast position.
- The post holder will be responsible for the preparation of the numerical aspects of the Trust's monthly revenue financial Board Report. This will include detailing main variances against Plan and Budget on pay, non-pay, other non-contract income and reserves. This information will be used for decision making by the Executive team, Trust Board and senior budget holders throughout the Trust.
- The post holder will provide a comprehensive and high-level senior finance support to the Finance Business Managers, Operational Finance Partners, the Assistant Director of Finance Business Support and Senior Operational Managers in the Trust in a way that both supports improving patient care and balances Trust financial objectives. The role will involve highly complex analytical work to support the Finance Business Managers with CIP and monthly I& E positions.
- The post holder will be responsible for the coordination of the re-costing of budgets during the budget setting process, and for the co-ordination of the budgets being sent out to budget holders for review, formal sign off and collating & recording responses.
- The post holder will be responsible for controlling and reporting the collective Trust forecasted financial position to the Assistant Director of Finance Business Support.
- The post holder will be required to provide financial support to the Finance Business Managers on the production of Business Cases which will have multiple options, have Trust wide implications and impacts on other organisations within the Healthcare Community. The post holder is required to maintain an up to date register of Business Cases, co-ordinate & review them for Trustwide implications and ensure they follow the latest governance for approval.
- The post holder will support the Assistant Director of CIP in the Trusts cost reduction and Productivity Improvement / Benchmarking programme. This will include assisting with annual production, calculation and apportionment to service lines, of CIP budgets, and ongoing reporting to our Regulators and Commissioners. During the year they will run enquiries and financial and ledger reports, produce complex financial data / analysis / reports using both financial and non-financial data. Additionally, they will manage the monthly CIP delivery closedown process and feed results to the Assistant CIP Director. This will involve liaising with the Business Support team to ensure the timely transacting, reconciling of CIP delivery, thus ensuring accurate representation of CIP delivery progress. The production and delivery of these plans will be key to the financial viability of the Trust and progress will regularly need to be reported to the Trust Transformation & CIP Committee.
- In addition, the postholder will provide ad-hoc financial reports, analysis and costings to help support the Trusts Business Intelligence / Benchmarking programme which supports the delivery of CIP.
- The post holder will be required to provide highly complex financial information for the Assistant Director of Finance Business Support and Finance Business Manager Financial Planning as required for supporting NHSE/I analysis, strategic planning and budget setting.
- The post holder will work autonomously to achieve agreed objectives using their own professional knowledge and experience within the professional regulatory and organisational framework. This includes having a full awareness and operation of Trust and DoH financial policies and procedures and accounting standards, following procedures when undertaking tasks and interpreting such standards and policies when necessary. The post holder will use their own professional knowledge and judgment to decide appropriate actions and responses, only referring to senior colleagues for any sensitive or ambiguous issues.
- The post holder will be required to gain an awareness of clinical services and operational workings of the Trust together with developing a detailed understanding of broader NHS framework and current initiatives.
- The post holder will be required to be able to use the general ledger budgeting & forecasting systems and associated reporting tools to a high standard, thereby ensuring that best accounting practices are followed and maximum information is available to the Trust.
- The post holder will be required to standardise and strive for continued efficiency in ledger inputs over a 3-8 day closedown between all areas of the Trust budgets, and to lead on standardising analysis from the ledger to allow bench marking between specialties by the Finance Business managers.
- The post holder will propose and implement changes to working practices and procedures, policy or service changes which have an impact on own and other areas organisation wide. For example, any Trust documentation that comes through Finance for formal review.
