The Trust is looking to recruit to a Head of Costing on a 12 month temporary basis. We are seeking to appoint an ambitious, highly motivated, and enthusiastic costing practitioner. A CCAB/CIMA qualified accountant is preferred however, development opportunities are available to individuals working towards their qualifications with extensive costing experience. This would be a fantastic opportunity for anyone wanting to broaden their experience in a range of financial settings.

Will demonstrate a proven track record in delivering results, and possess strong management and communication skills, as well as excellent analytical, technical and IT skills. This role involves interaction with a wide range of budget holders and other stakeholders, and therefore the ability to work under pressure and to manage multiple and conflicting deadlines is essential.

Main duties of the job

Reporting to the Assistant Director of Finance and working closely with other areas of the Finance Directorate, you will provide a high quality, accurate and timely advice, monitoring and reporting service. The post will be the lead accountant for National Cost Collection, internal PLICS production and maintain the costing system with support from the Costing Accountant and Costing Analyst. You will need to link in in with internal and external stakeholders to ensure the outputs of the costing system are good quality and in line with the national standards.

The post holder will lead in implementing the costing strategy, engagement and benchmarking, the ability to present complex information in an easy-to-understand way and good communication skills are vital. A good understanding of visual display tools, such as Tableau, would be an advantage.

In addition to supporting and deputising for the Assistant Director of Finance when appropriate the post holder with have line management responsibility for the Costing Accountant this includes training and development, workload allocation and all general HR responsibilities (Appraisals, absence management, recruitment, etc.).

The Trust is currently operating on a hybrid office and work from home arrangement, which would also apply to this post. There are also other flexible working arrangements available in line with Trust policies and approval process.

Job description

Job responsibilities

  • Lead the development and continuing improvement of patient level costingthroughout the trust. This will involve formulating long term strategic plans toensure that it is successfully implemented across the whole organisation.
  • Working with divisions to develop and maintain procedures for the recording andanalysis of information relating to the allocation and apportionment of bothincome and costs, thereby enabling profit margins to be measured at aspecialty/departmental level.#
  • Develop the trusts understanding of service line reporting, and the implications of patient level costing information to help deliver strategic change.
  • To develop and deliver an effective internal communication plan to ensure theboard of directors, management board, divisional boards and clinical forums areaware of and supportive of the patient level information and costing system
  • Responsible for the production of the trusts National Cost Collection ensuringthat it is prepared in line with NHS guidance and in accordance with specifiedsubmission timetables.
  • Participate in discussions at national level through membership of the PbRcosting group or the national chemotherapy and radiotherapy working groups toensure the complexity of chemotherapy and radiotherapy is adequately reflectedin the plans for developing PbR for cancer treatments.
  • Lead benchmarking exercises with other cancer centres, analysing differences incosting and pricing methodologies.
  • Advising the Associate Director of Finance Costing and Efficiency on the outcomes of such benchmarking processes andmaking recommendations or organisational change.
  • Ensure the delivery of the statutory annual accounts information relevant to the section.
  • Responsible for prioritising own work and that of the Costing team.
  • To line manage the Costing team including appraisals training and development sickness absence disciplinary matters recruitment and selection decisions personal and career development and workload allocations.
  • Provision of financial training to managers, clinicians and all budget holderswithin the division/directorates to ensure that staff are aware of costing systemsand the impact their decisions will have on income and costs.
  • Work with the Associate Director of Finance Costing and Efficiency to agree personal objectives, and a personal development plan and keep up to dateprofessionally through mandatory continuing professional development.
  • Develop the departments effectiveness in contributing to outstanding standardsand performance in the Trusts overall financial management.
  • Development and updating of Trust financial procedure notes where required.
  • Respond to internal and external audits and resulting recommendationsregarding issues around probity, financial control and value for money.
  • Support the staff of the section in the overall management of the department todeliver key objectives. Provide direction and development opportunities for staffand their teams as appropriate and ensure that human resource management iscarried out effectively.
