We are looking for a Clinical Systems Specialist and RA Lead to work 30 hours over a 4 day week between Monday to Friday.

This is a band 5 role �28,407 - �34,581 per annum pro rata.

The role of the Clinical Systems Specialist and RA Lead will be to provide overall leadership and organisation of all aspects of Registration Authority across the Trust. The role will support the current business as usual processes and the Trusts Digital by Choice Strategy.

Previous experience is essential, and desirable if in a clinical setting (or equivalent experience).

The work base is home, but the role will require travel to Trust sites.

Main duties of the job

As part of the Clinical Systems team you will be responsible to lead and organise all aspects of Registration Authority (RA), smart card production and distribution, including training of RA agents throughout the Trust. To understand, review and create RBAC/PBAC roles and supporting system templates. To undertake RA processes in accordance with national and local policies and procedures complying with the Data Protection Act and policies of confidentiality.

Providing IT training on a wide and varied range of clinical and non-clinical systems across the Trust. To develop guided and standalone e-learning, facilitated and classroom based courses designed to meet changing customer requirements underpinning successful roll out of IT system projects.

Provide specialist support and advice to Health Professionals, Clinical Teams and NHS Managers to ensure data within system administration is accurate, complete and available to support the use of clinical systems.

Provision of system administration supporting user access, system performance, version release and maintaining appropriate levels of system security and data integrity.

Job responsibilities

Registration Authority

To manage and organise the operational RA function including supplies, equipment, protocols and records.

To ensure that Trust Policies and Procedures regarding data security are adhered to and the staff are aware of their obligations under these policies.

To organise implement and monitoring plans to ensure all necessary staff are registered in line with the Trust and National Standards

Ensure that National RA processes for card issue/revocation and profile modification are adhered to

To attend National User Group meetings, interpret national guidance on RA and provide plans and manage implementation of changes.

To provide and update Registration Authority process and policies underpinned with necessary operational procedures.

To liaise closely, agree processes with the Trust Recruitment and HR Services to support timely registration and system access.

To plan, manage and organise material supporting the issue/revocation of a smartcard and associated role profiles ensuring retention in accordance with National RA regulations including adequate audit trail.

To provide support and evidence for the RA requirements within the Information Governance (IG) Toolkit.

Ensure the safe-keeping of hardware and software used in the performance of the RA function

To provide training on RA support systems including:-

o CIS (Care Identity Service)

o RA agent and sponsor training e.g. reset PINs and certificate renewal

The post holder is responsible for providing a day-to-day support service to support Trust operational needs in relation to (RA). This includes supporting and training the Clinical Systems Team to deliver-

Creation, amendment, maintenance and disable user and smartcard access rights on authorisation

Review upgrades and impact on existing Trust roles

Re-set user PIN numbers on validation of user identity

Renewal of Smartcard certificates

Testing of new upgrade releases

Service reporting

Systems Support

Provide a dedicated customer focused approach offering support and advice to customers including explaining functionality available within systems modules.

Assist in the resolution of data quality issues utilising and developing skills to ensure consistency, confidentiality and accuracy. Participate in system testing, development and production of Service communications and user guidance documentation.

To develop and maintain specialist knowledge of reference data set up and structure within both new clinical systems and operational legacy systems to ensure clinical information systems are maintained, to the highest quality and accuracy of data collection.

To develop, document and maintain clear and structured administrative processes in supporting accurate capture of reference data, including ensuring version control and production of protocols.

Collect, update and quality assure accurate reference data supporting clinical service implementations in line with agreed timescales to support data migration.

Assist with the implementation of the new clinical systems

Assist with production of updates and communications to support system changes and re-developments for both Connecting for Health Systems and the Trusts Legacy Systems.

To understand and support new and on-going developments within clinical information systems which capture patient treatments, activity and care processes.

To deliver business as usual training IT courses within the Trust to a broad range of staff

To participate in development and delivery of new training courses to support and improve working practices.

Provide training as part of clinical system implementations and upgrades.

To participate in formal system testing supporting version release within customer systems, including creation of test scripts and reporting results to support system upgrade acceptance.

System administration

Update and maintain clinical coding within Systems.

Respond to ad hoc information requests, and interpreting requirements and negotiating priorities and timescales as necessary.

Reports faults to CSC National Service Desk in line with local protocol, records details and ensures resolution is received.

Update and maintenance of system reference files.

Monitor resolution and reporting of data integrity and quality issues.

Set up and maintenance of user accounts on clinical and corporate systems.

Specialist/technical requirements

To have specialised knowledge of clinical IT & RA systems.

Required to use a range of technical tools for development and delivery of on line training packages.

To have specialised knowledge of Microsoft Office products including Word, Excel, Access, PowerPoint, Visio and Outlook.

Required to use and transport a variety of IT related equipment including laptops and projectors within own location, to training and meeting venues across and external customer sites.

Participate in reviews of advances in technology supporting customer organisations

To support a variety of clinical and non-clinical systems from a variety of suppliers, assisting in the production of user guidance documentation.

Understand and use of Registration Authority systems in production & maintenance of Smartcards.

Support the registration of staff for training & testing using on-line training system. Updating National Training Databases as required.

Supporting the transition from development projects into operational services whilst maintaining business as usual.

Communication and relationships

Communicate highly complex information some of which may be sensitive or contentious

Support the Development of communication plans to minimise service disruption and maximise the benefits and opportunities of clinical systems

Communicates a range of clinical systems issues which can be complex and multi stranded.

Represent the Trust, local and national user Registration Authority groups and at conferences as and when required.

Person Specification

Qualifications

Essential

  • Degree in a relevant subject, or equivalent experience
  • Evidence of continuous professional development
  • Advanced computer literacy, Microsoft Office (Word, PowerPoint, Camtasia, Visio, Excel, Outlook)


Desirable

  • IT qualifications appropriate to the remit of the work
  • Specialist Service Management qualification e.g. ITIL Foundation qualification or equivalent experience
  • IT Training qualification


Experience

Essential

  • In depth understanding and use of Registration Authority systems in production & maintenance of Smartcards and associated reporting
  • Clinical system support experience
  • Experience of working at different levels within and between organisations
  • Experience of supporting change processes within a Healthcare setting
  • Experience of creating/establishing new work procedures
  • Experience of gathering user requirements and process mapping supporting development of clinical systems and training approaches
  • Experience of utilising information within Clinical or RA Systems


Desirable
