The Information Governance Officer will support the Head & Deputy Head of Information Governance in promoting adherence to information governance (IG) best practice within the organisation.

In doing so, they shall operationally lead a range of IG-related duties, including:

- Freedom of Information (FOI) Compliance

- Data Protection Compliance

- Corporate Records Best Practice.

The postholder will help the team ensure that staff at all levels of the organisation are provided with appropriate IG training. This includes presenting at induction and refresher and adhoc training as required.

Working as a key member of the Information Governance Team they will be jointly responsible
  • For provision of an information governance advice service to the Trust
  • Following up and managing IG / Confidentiality breaches, analysing & reporting these IG incidents to the Information Governance Steering Group. In the case of serious incidents immediate reporting of such to the Head of IG and Caldicott Guardian
  • Managing the Trust's data flows and information asset register

The post-holder will provide project support for IG initiatives including maintenance of project documentation and monitoring and recording risks and issues.

The post-holder will provide administrative support including organising the IGSG and other meetings, providing agendas, writing of minutes and maintaining action logs.

Information Governance
  • Facilitate the process for the Trusts annual submission of the Data Security & Protection Toolkit return under the guidance of the Deputy Head of IG.
  • Act as a general source of specialist IG advice and guidance to staff at all levels of the organisation and enter all enquiries in the IG log with progress and advice given.
  • Develop and present reports for the Information Governance Steering Group
  • Develop and present reports for divisional and other meetings.
  • To provide bespoke specialist IG training as required and to monitor and facilitate the Trusts compliance with mandatory IG training.
  • To deputise for all aspects of IG work streams performed by the Deputy Head of Information Governance.
  • Work to identify the areas of risk and exposure associated with IG for the Trust and help develop actions and improvement plans and oversee their implementation.
  • To support the IG Team in the drafting of the Trusts information governance policies & documents.

Freedom of Information (FOI)
  • To implement the processes related to the Trusts compliance with the requirements under FOI legislation.
  • Ensure that records are maintained of the lifecycle of FOI requests.
  • Provide expert advice to staff on the interpretation of the FOI Act and be able to apply their specialist knowledge to inform decisions regarding the content of responses to FOI
  • Help ensure that the Trusts Publication Scheme is compliant and maintained in line with good practice.

Corporate Records
  • Implement a robust process relating to the ratification of non-clinical policies, ensuring that such documentation is drafted in accordance to IG best practice and that there is consistency and standardisation across all non-clinical Trust policies
  • To manage a database of corporate records and other IG logs

Caldicott & Information Sharing
  • Work closely with the Caldicott Guardian and Senior Information Risk Owner (SIRO) on any Confidentiality or Data Protection issues
  • To develop service specific Information Sharing Protocols to support the over-arching Information Sharing Protocol. This will include internal protocols as well as those with other organisations.
  • Advise the divisions on data flow mapping to ensure that the Trusts data flows are captured, risk assessed and actions taken to mitigate threats to the organisations IG and DP legislation compliance
  • To provide expert advice on the legality and ethics of information related decisions in relation to confidentiality


Person Specification

Education and Qualifications, Experience, Skills and knowledge, Personal qualities

Essential

  • Educated to degree level or Equivalent experience
  • Knowledge of & working with the NHS information governance agenda
  • Experience of working with Information Governance legislation including Data Security Standards, Caldicott, FOI Act, DPA, GDPR...
  • Experience of providing specialist advice in relation to IG matters.
  • Strong working knowledge of Microsoft Office modules in particular Excel, Word & Outlook
  • Experience of drafting policies
  • Ability to assess and analyse complex documentation for compliance with IG legislation
  • Excellent written and verbal communication skills.


Desirable

  • IG specific qualifications - e.g. BCS Accreditation in Data Protection
  • Experience of conducting classroom based training
  • Project Planning and Management
