Health Innovation Wessex (HIW) is a company limited by guarantee, owned by the NHS and University Members with staff hosted by University Hospital Southampton.

Based at Southampton Science Park in Chilworth in a bright modern office easily accessible from the M3, M27 and Southampton Parkway train station, the location offers free parking with a caf area and networking spaces on site. 27 acres of the Science Park site are designated a protected Conservation Area and open to staff.

Job description

Job responsibilities

The Senior Programme Manager will have a pivotal role in developing and delivering coherent and ambitious innovation adoption programmes in partnership with local health systems, working to enable patients and staff to access innovation faster. Leading a small team with associated clinical leadership support, this role will work closely with system partners (including industry partners), and other teams across Health Innovation Wessex.

The Senior Programme Manager will support an ICS locality in Wessex and will be responsible for the relationship and partnership activities to deliver an agreed delivery plan. They will also be responsible for managing and implementing a portfolio of programmes to deliver impact and will be leaders within the innovation adoption team with management responsibilities.

As a senior member of the team, the Senior Programme Manager will determine and coordinate the strategic and operational delivery of a high-profile portfolio of work. They will scope needs across the system, put in place collaborative arrangements to deliver each programme or project and manage the process through to dissemination of findings. They will provide assurance reports to the Senior Leadership Team, our member organisations and commissioners. They will have excellent knowledge of health and care systems to understand the context and complexity of the areas of work.

Person Specification

Qualifications / training required


  • Professionally qualified or a relevant degree, plus significant project or programme management experience or equivalent experience in a relevant discipline
  • A Master's degree level or equivalent postgraduate qualification in relevant discipline or equivalent experience in a relevant discipline


  • Project Management training (e.g. PRINCE II)
  • Management/leadership qualifications or training

Previous or relevant experience necessary


  • Knowledge and experience of the NHS and local health or social service functions
  • Knowledge and experience of the NHS and local health or social service functions
  • Experience of integrated working across professional boundaries, involving several organisations, and working across commissioning and provider organisations
  • Effective leadership and team building skills
  • Experience of working closely with others to specify project analysis and outputs

  • Knowledge of issues, trends and opportunities for delivering improved health and care services in the relevant programme area
  • Effective leadership skills
  • Experience of planning and organising the development and implementation of new initiatives and activities within specialist area of work
  • Ability to analyse and present project findings and engage with partner organisations in supporting projects
  • Proven staff management and supervisory skills
  • Proven communication skills, including ability to demonstrate influencing skills across hierarchies and disciplines demonstrated through representation of influencing, negotiating and presentation activities
  • Budget preparation and management experience, evidence of effective budgetary control skills
  • Proficient IT skills, with the ability to quickly adapt to new technologies, including demonstrating first class knowledge of MS Office Suite


  • Experience of promoting findings and outcomes through a range of media and communication channels
  • A good understanding of risk management practices
  • Experience of holding budgets for project portfolios monitoring budgets, and responsibility for budget planning for projects
