We have an exciting opportunity to recruit a Business Planning and Commercial Manager.

As a Healthcare Capital Projects Business Case Author, you will play a crucial role in evaluating, developing, and presenting business cases for capital projects within the healthcare industry. You will collaborate with various stakeholders to ensure that proposed projects align with organizational goals, financial objectives, and regulatory requirements

The new Watford General Hospital already has outline planning permission and will be built on land between the current site and Thomas Sawyer Way. The design is driven by a model of care which will extend beyond our hospital walls and into the community, draw on the latest developments in technology, provide a state-of-the-art care environment for our patients and create the working conditions our staff deserve.

Main duties of the job

  • Project Evaluation: Assess proposed healthcare capital projects to determine feasibility, financial viability, and strategic alignment with organizational objectives.
  • Business Case Development: Lead the development of comprehensive business cases for capital projects, including detailed analyses of costs, benefits, risks, and return on investment (ROI).
  • Work with external advisors to ensure that all Redevelopment Business Cases are produced on time and to a high quality, in line with external partner expectations and approval processes.
  • Ensure that the Business Cases for the new Watford Hospital are produced on time and that there is internal consistency in the assumptions made across all elements of the business case and supporting appendices.
  • Act as local expert in the production of high quality business cases, developing template documents that meet external checklist requirements and are proportionate to the value of investment planned.
  • Financial Analysis: Conduct financial analyses, such as cost-benefit analysis, NPV (Net Present Value), IRR (Internal Rate of Return), and sensitivity analysis, to support decision-making and investment prioritization.

Job responsibilities

  • Risk Assessment: Identify and evaluate potential risks associated with capital projects, including financial, operational, regulatory, and reputational risks. Develop mitigation strategies to address identified risks.
  • Stakeholder Collaboration: Collaborate with cross-functional teams, including finance, operations, clinical departments, and executive leadership, to gather input, validate assumptions, and gain consensus on business case proposals.
  • Regulatory Compliance: Ensure that proposed capital projects comply with relevant healthcare regulations, industry standards, and organizational policies.
  • Presentation and Communication: Prepare and present business case proposals to key stakeholders, including executive leadership, board of directors, and regulatory agencies. Clearly communicate complex financial concepts and analysis results in a concise and understandable manner.
  • Documentation and Reporting: Maintain accurate documentation of business case development process, assumptions, and outcomes. Generate regular reports to track progress, key milestones, and financial performance of approved capital projects.

Person Specification



  • Bachelor's degree in Finance, Business Administration, Healthcare Administration, or related field. Master's degree preferred.
  • Evidence of continuous professional development.



  • Knowledge of healthcare regulations, reimbursement models, and industry trends.
  • Knowledge of financial management and risk management.
  • Understanding of procurement processes within the NHS.



  • Prior experience in financial analysis, business case development, or project management within the healthcare industry.
  • Experience of initiating, prioritising and delivering complex programmes and / or services.



  • Strong analytical skills with proficiency in financial modelling and quantitative analysis.
  • Detail-oriented, organized, and able to manage multiple projects simultaneously.
  • Proficiency in Microsoft Excel, PowerPoint, and other financial software tools.
