We are recruiting an Emergency Planning Officer to undertake, on behalf of the Accountable Emergency Officer (AEO) the development and implementation of all arrangements relating to the organisation's preparedness for, and resilience to, significant incidents and emergencies as defined in the Civil Contingencies Act 2004 (the CCA).

This includes business continuity and other resilience planning arrangements such as surge capacity planning. The post holder will also be responsible for the representation of the organisation in the health economy Emergency Preparedness Resilience and Response (EPRR) planning groups and for supporting the work streams arising from those. Act as specialist advisor in EPRR to the organisation.
  • Support Care Groups and Departments in local development and delivery of plans.
  • Ensure appropriate representation at local health resilience partnerships (LHRPs), local resilience fora (LRFs) and their associated sub-groups and work streams.


Main duties of the job

  • To manage the recurrent budget for EPRR and the non-recurrent budget allocation to support the EPRR process.
  • Ensure that the organisation meets its statutory obligations under the CCA and complies with all relevant EPRR guidance for the NHS, including non-statutory guidance that accompanies the CCA and also for business continuity and resilience preparedness.
  • Develop and deliver the organisation's emergency preparedness and resilience function, improve standards of such preparedness across the organisation and provide leadership on specialist emergency preparedness and resilience issues.
  • Ensure that EPRR corporate responsibilities are met and provide assurance to the organisation's Board that it complies with relevant legislation and guidance (as summarised by the NHS England core standards for EPRR).
  • Developing and contributing to professional relationships within the organisation, with other commissioners and NHS funded organisations and multi-agency partners that facilitate the continual development of EPRR arrangements.
  • Lead the development and implementation of EPRR delivery plan

Experience

Essential

  • A minimum of two years' experience in Emergency Planning and Business Continuity
  • Substantial management experience in a complex organisation
  • Experience of developing and delivering training to a wide range of people
  • Expert in the concept and application of emergency planning, business continuity, crisis management, risk management
  • Knowledge of legislation and codes of practice relating to EPRR including Civil Contingencies Act 2004 and 2012 Enhancements
  • Knowledge of legislation and codes of practice relating to EPRR including NHS England Framework for EPRR 2015
  • Current version of the National Core Standards for EPRR and the ability to peer review the Trusts performance against the standards
  • Other relevant legislation and guidance as determined by NHS England


Desirable

  • Has worked at an equivalent level elsewhere


Eligibility/Qualifications/Training

Essential

  • Educated to first degree level or equivalent relevant experience and knowledge
  • Expert knowledge of Emergency Planning & Business Continuity legislation and Organisational policies and procedures as evidenced by Emergency Planning related qualification or equivalent relevant experience
  • Has or is working towards Diploma in Health Emergency Planning


Desirable

  • Diploma in Health Emergency Planning
  • Has a willingness to become a member of, or is a member of, the Emergency Planning Society and the Business Continuity Institute


Personal Attributes & Skills

Essential

  • Ability to influence and negotiate at a senior level and to communicate contentious information with confidence to an audience that might not always be receptive
  • Ability to facilitate decision making groups and to influence decision making
  • Act and be perceived as an expert in the field of EPRR
  • Keyboard skills, including intermediate to advanced Microsoft Word and Excel skills
  • Ability to prioritise and organise large volumes of work with frequently changing priorities and work systematically towards deadlines
