An exciting opportunity has arisen for a Senior Service Transformation Manager.

The key aim of this post is to plan, manage and prioritise a broad range of service plans, to support the transformation of care pathways and improve the physical environment as part of the Trust's Acute Redevelopment programme. The post-holder will operate with a high level of autonomy and will work alongside different divisional teams, to ensure that the operating model for the new hospital aligns across WHTH services and where appropriate, beyond.

The new Watford General Hospital already has outline planning permission and will be built on land between the current site and Thomas Sawyer Way. The design is driven by a model of care which will extend beyond our hospital walls and into the community, draw on the latest developments in technology, provide a state-of-the-art care environment for our patients and create the working conditions our staff deserve.

Main duties of the job

The post holder will be responsible for:

1) assisting the Service Transformation Director with the co-ordination of service planning and acting as their nominated deputy

2) confirming service change plans in dialogue with all key stakeholders and partner organisations

3) leading the detailed service planning for the redevelopment across a range of services

4) delivering key strategic changes and

5) ensuring that robust programme management arrangements are in place to deliver as many of the service changes needed as possible in advance of the new hospital opening.

Person Specification



  • Masters degree or equivalent or experience in project management or operational delivery, with proven successful delivery.
  • Qualified PRINCE2 Project Management or clinically qualified.
  • Evidence of continuous professional development.



  • Knowledge of NHS Capital Business Case development / HM Treasury Green Book Guidance.
  • Knowledge of financial management and risk management.
  • Understanding of procurement processes within the NHS



  • Experience of delivering capital scheme business cases.
  • Experience of initiating, prioritising and delivering complex programmes and / or services.
  • Experience of prioritising, planning and delivering change, working with frontline staff.
  • Experience of prioritising change, taking account of a wider variety of stakeholder views



  • Excellent skills in planning, managing and directing multi-faceted programmes/projects or managing clinical services.
  • High degree of negotiation and persuasion skills.
  • Ability to think creatively with excellent problem solving and analytical skills.
  • Excellent organising, motivation, leadership and team building skills.
  • Use independent judgement and initiative.
  • Establish and maintain effective relationships with those contacted in the course of work.
  • Standard IT and keyboard skills.
