MoJ, HMCTS and NHS England are testing how a regional hub model could provide strategic oversight over the psychiatric reports process to tackle inefficiencies, deliver swifter access to treatment for vulnerable people, prevent inappropriate custodial remands or reduce the length of remands and strengthen local relationships.

Through the Hub model we are seeking to:

- Improve the way that courts, health services and prisons work together at a local level to better support defendants with severe mental health needs

- Expedite the pathway into the right treatment and support for defendants, whether that is in hospital or in the community.

- Improve pathways and partnerships around early intervention to reduce the use of prison as a place of safety and remands for own protection.

Main duties of the job

To support the development, delivery and evaluation of the North East Health & Justice Hub.

To provide admin, data management and programme support in relation to the H& J Hub

To collaboratively raise the awareness and engagement of operational personnel regarding the Criminal Justice System and NHS to optimise health and justice outcomes .

To liaise with healthcare providers in HMP establishments to develop and enhance the information flow between HMCTS, healthcare providers and HMPPS to maximise efficiencies in the management of cases in the Magistrates' Courts and the Crown Courts, for the benefit of all parties.

Although the post has been advertised as being based at Roseberry Park Hospital, there is scope for flexibility regarding where the post holder is to be based. Travel to a number of HMCTS and HMP locations within the North East, Yorkshire and the Humber will be required for stakeholder purposes.

Person Specification



  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in Bed Management or a specialist area
  • Key skills/functional skills in literacy and numeracy Level 2 OR O Level (Grade C and above) / New GCSE in Maths and English (Grade 4 to 9).



  • Experience in communications and stakeholder engagement An excellent understanding of Bed Management and the roles and responsibilities within it
  • A good understanding of the health and social care environment and roles and responsibilities within it.
  • Ability to set up system and procedures to support the service delivery of the H& J Hub.
  • Manage complex workload with competing demands.
  • Well organised and able to prioritise own workload and that of others.
  • Ability to work in a pressured environment and problem solve, meeting demanding deadlines.



  • Understanding of data protection and service user / staff confidentiality in line with defined procedures and guidelines.
  • A sound understanding of quality improvement initiatives.
  • Organising and completing demands and workloads meeting deadlines using delegation where necessary.
  • Problem solving for an area of work or developing alternative or additional procedures.



  • In depth knowledge of patient admission and discharge pathway processes.
  • In depth knowledge of Ministry of Justice requirements required for patient admission and discharge.
  • Knowledge of the Trust's Quality Improvement System (QIS) or the willingness to acquire.
  • Knowledge of the H& J Hub
  • Evidence of continuing professional development.
  • Knowledge of management processes and procedures.
  • Knowledge of NHS policies and impact on services



  • Demonstrable IT skills in Word, Excel and PowerPoint.
  • Excellent communication skills both verbal and written, report writing and presentation skills capable of constructing and delivering clear ideas and concepts concisely and accurately
  • Skills for communication on complex matters and difficult situations, requiring persuasion and influence.
  • Skills for nurturing key relationships and maintaining networks.
  • Ability to analyse and interpret information, pre-empt and evaluate issues, and recommend and appropriate course of action to address the issues
