The post holder is responsible for

Operational delivery of performance & governance of a portfolio of clinical services. The service runs across hospital & community sites & cover services within & out of the hospital setting of care.

Lead Speciality teams, ensure efficient, effective delivery of patient centred services, service development & change programmes, driving innovation, modernisation & high levels of staff & patient satisfaction.

Providing a leadership role in the delivery of financial, quality, performance, local & national productivity, & workforce targets, as agreed through business planning, appraisal, & personal development processes.

Direct line management of speciality Managers establishing & maintaining effective structures & systems of control for the management of staff, including recruitment, appraisal, development & support of the Trust's HR policies & procedures.

Establishing & maintaining effective governance & safeguarding systems, working in close conjunction with the Head of Nursing & Clinical Directors, to enable the delivery of high-quality clinical outcomes and patient experience.

Main duties of the job

To ensure that the services meet all relevant contractual and performance requirements, including on-going assessment of future demand and capacity requirements.

To integrate the work of the medical, nursing, and other professional staff in the management of these services, working in close conjunction with the Clinical Directors and Head of Nursing, including identifying opportunities for growing, improving, and re-designing services, in line with overall organisational strategy.

To ensure that effective admission and discharge arrangements are in place for these services, including ensuring appropriate application and use of the e-discharge system.s, including ensuring appropriate application and use of the e-discharge system.

To ensure the optimum use and management of resources within the Trust's corporate governance framework and ensure the specialities fully comply and demonstrate value for money in all transactions.

To have lead responsibility for the implementation of workforce management and planning across the division considering the needs of the local community. Manage, motivate, and develop staff to maintain the highest level of staff morale and to create a climate within the agreed portfolio of clinical services, characterised by high standards and openness. Ensure the contributions and perspectives of all staff are heard, valued and influence management decision making within these services.

Person Specification



  • Proven experience of effective performance and budgetary management and control including achieving annual targets on a regular basis for a large group of clinical specialities


  • RTT Knowledge



  • Educated to degree level or equivalent
  • Evidence of continuing professional development including management studies to masters level or above or equivalent experience
  • Significant experience working on both strategic and operational matters
  • Significant NHS / public sector experience and knowledge, including up-to-date knowledge and understanding of NHS system reform policy and other key policy
  • Ability to ensure patient safety by assessing and managing risks associated with service developments
  • Well-developed IT skills to manage and report on complex performance management information
  • Ability to perform well under pressure and manage unpredictable workload with conflicting priorities
