Reporting to the Care Group Accountable Officer, the post holder will contribute to the overall management and leadership for service development, transformation and business/resource planning throughout the identified care group in keeping with the Trusts' strategic objectives,annual plan and Care Group (CG) business plan.Working in alignment with the CG leads, the post holder will operate across both Health and Social Care organisational structures (where relevant) and within the context of an overall budget. The post holder will ensure performance management is firmly embedded into the Care Group culture and performance targets are met.To continuously review services through the lens of improving performance and lead the delivery of change plans/improvement programmes to ensure integration into sustainable daily business.To develop shared objectives promoting a culture of collaborative working and empowering staff to achieve both performance and transformational change initiatives.The post holder will lead or participate in service development and system reform to modernise services within the CG/ local Health Economy, systems and environments.Provide leadership and accountability for the implementation of agreed objectives, systems and processes including for example Management and Supervision Tool (MAST) and Added Value Programmes (AVP).

Main duties of the job

Ensure performance management arrangements are in place within allservices within the Care Group.Ensure clear performance reporting and monitoring mechanisms/ structures are in place for all Care group key performance indicators.Maintain effective internal relationships and communication with therelevant corporate service senior leaders and those aligned to theCare Group includingDeputy Director Contracting and BusinessDevelopment and Deputy Director Performance and BusinessDevelopment.Support and where appropriate lead the development andmaintenance of effective external relationships with partner agencies toidentify changing needs, problems in effective service delivery andcontracting/ sub contracting relationships.Support the Care Group SLT to embed a culture of performancemanagement throughout the Divisions.In conjunction with the CG Accountable officer:With the identified finance lead actively monitor the Care GroupsFinancial Performance to ensure effective and efficient use ofresources.Support the development and implementation of effective financialrecovery plans within the Divisions, if required.Lead the development and support the delivery of any performanceremedial action plans including Contract Performance NoticesInterpret highly complex performance information and analyse data toidentify performance/quality issues.Take a lead role to address performance issues with operational leads.

Person Specification

Experioence and Education


  • Masters Degree or equivalent experience
  • Professional clinical registration (Eg RGN, RMN, Social Worker, OT, Psychologist)


  • Demonstrate an ability to develop skills for analysing service, client, organisational, staffing issues
  • Demonstrate the ability formulate long term strategic plans for the services.

Application Form


  • Demonstrate specialist knowledge over more than one discipline/function, e.g. mental health and social care, clinical and social care governance, Integrated care systems, health care commissioning, business planning, service change/modernisation techniques or operational service management


  • Knowledge of the NHS contracting framework and Standing Financial Instructutions



  • Evidence of experience of leading, motivating and empowering others to reach organisational goals, especially within multi-professional teams


  • Demonstrate knowledge and ability to utilise information technology and software packages which enhance service delivery



  • Demonstrate the ability to communicate highly complex, sensitive or contentious information, where there are significant barriers to acceptance



  • Demonstrate knowledge of the NHS provider/commissioner operating environment including lead provider collaboratives


  • Demonstrate the ability to make judgements involving highly complex facts and situations, which require the analysis and comparison of a range of options.
