We are recruiting to an exciting opportunity for aHead of Estates Sustainability.

This is an excellent opportunity to join our team at Oxford University Hospitals NHS Foundation Trust, at a time when we are strengthening our sustainability function.

We are keen to recruit someone who can join the Estates & Facilities team and help push and deliver the Green Plan for the organisation. The ideal candidate will be passionate and have new ideas on how to create behavioural change in areas such as - Carbon Reduction Health and Well-Being, Energy Efficiency, Recycling / Waste Management and Green Travel & Transport.

Reporting to the Head of Sustainability and Carbon Management, the post-holder is a key member of the senior leadership team in the Estates and Facilities department. The post holder will have Trust-wide responsibility for the function and ensuring the effective, efficient, and Sustainable Environmental services and systems across the Trust.

Main duties of the job


As theHead of Estates Sustainability you will lead, develop and implement the Trust's approach to sustainable development.
  • You will provide senior professional management of the Trusts full range of Estates & Facilities environmental services including energy and water management, waste management, carbon reduction, sustainable and active travel, environmental legal compliance, sustainable design and construction, environmental management systems, communications and staff engagement
  • You will be responsible for providing internal and external reports/data against our carbon reduction and sustainability objectives and support the application for funding (both internal and external), to support Sustainable objectives.

To lead, develop and implement the Estates & Facilities approach to sustainability, energy and carbon management, and provide senior professional advisory and reporting of the Trusts environmental services. Management oversight of energy and water utilities, carbon reduction, sustainability, travel, transport and car parking services, environmental compliance, sustainable design and construction, environmental management systems, with associated communications and staff engagement. Alongside the Head of Sustainability and Carbon Management develop and champion the Trusts long term Green Plan, and meet the NHS Net Zero targets.

To proactively embed sustainable development and efficiency across the organisation and engage key stakeholders including PFI and other external partners to deliver the Trusts vision to become a leading NHS Trust for sustainable development.

  • Develop and implement strategic plans that impact across the organisation for internal and external communications on sustainability and environmental performance for Estates & Facilities. Ensure the profile of the Trusts sustainability performance and activities remains high at a national level and seek regular opportunities to present at conferences, apply for awards, prepare case studies and articles for inclusion in sector journals
  • Communicate with all levels of staff and other site users across the organisation, ensuring that highly complex information is communicated in an easy to understand way to staff who are not specialists
  • Communicate to a variety of external organisations, contractors, suppliers etc. on a daily basis or as required to ensure that projects etc. are progressed in accordance with plans

Provide expert specialist and professional sustainability, energy and transport subject matter expertise to other estates staff, directors and senior management of the Trust and may be required to advise external agencies
  • Exchange and communicate sometimes highly complex or contentious sustainability and transport related information internally and externally with specialists and non-specialists. This will include policy changes, strategic information, new policies, guidelines and regulations. Oral, written, electronic and presentation skills will be required. These are regularly undertaken in an emotive or hostile setting
  • Negotiate technical, commercial and safety matters with contractors and suppliers, working in close collaboration with corporate colleagues, senior managers and Directors as necessary
  • Proactively engage with the PFI partners to deliver energy and sustainability improvements in a cost effective and timely manner
  • To liaise and support with the Estates & Facilities Communications Manager.
Management Responsibilities
  • As lead specialist for emissions across the Estates & Facilities Directorate, the post holder is guided by broad operational policies and will have the freedom to initiate these and decide and advise Trust on how they should be best actioned. This is a major responsibility for advising the Trust on specific technical and operational issues, NHS policies and guidelines to ensure standards are met and exceeded
  • Responsible as the budget-holder for the sustainability team as per structure charts and for managing pay and non-pay expenditure Trust-wide, meeting financial targets and ensuring full compliance with Trusts Standing Financial Instructions
  • Contribute to the development, implementation and review of the Trusts long term Estates plans, business case preparation, budgets and work closely with the other Estates Managers in the development of programmes
  • Oversee the procurement of energy and water arrangements to achieve best value and quality of service. Ensure that contractor performance is effectively measured and managed, therefore being responsible for financial improvement
  • Support the Trusts Compliance Manager and Senior Estates Managers with audit of adoption of systems and procedures, along with supporting the areas of the NHS PAM Assessment applicable to the role
  • Make judgements on a range of professional matters involving highly complex facts, requiring analysis, interpretation and comparison of a range of options some of which may be conflicting - taking into account legislation, Health and Safety and national and local standards

Contribute to the development the team workforce plan and the need to support estates sustainability items for the Trust to meet its strategies and objectives
  • Develop and implement new policies, energy and environmental management systems, KPIs and standards in line with legislative and other changes with regard to environmental performance and carbon management
  • Ensure the risks associated with the areas of responsibility are placed on the Trusts Risk Management System and are regularly reviewed and mitigated to an acceptable level
  • Prioritise work requirements which could have a direct detrimental impact on the legal obligations, financial liability and reputational matters. The role involves prioritising and being able to react to changing workloads
  • Monitor performance of contracts, taking effective steps to ensure that acceptable levels of service and value for money are achieved
  • Research and develop the latest sustainability strategies relative to estates and implement new methods of working throughout the Trust in order to improve return on resources
  • In conjunction with Estates Management, oversee the investigation of the use of energy saving initiatives and report back on issues arising from trials
  • Contribute to the long-term planning of sustainability, energy and transport development work, supporting the estates operational managers with disruptions and notifications
  • Ensure delivery of the Trusts annual sustainability reporting requirements through ERIC returns, , Trust annual report and other requirements. Provide high quality and timely responses to any requests for information, either internally or through Freedom of Information (FOI) requests
  • Lead the Estates & Facilities approach to Climate Change Mitigation, Resilience and Adaptation, liaising with relevant stakeholders across the organisation and ensuring alignment with sector guidance. Include implementation, development and adaptation within the Trusts Green Plan
  • Manage the process of obtaining grant funding, utilising specialist support externally where appropriate and beneficial
  • Prepare grant funding, ensuring full financial appraisal and risk profile is presented in the appropriate business case format for sign off by Trust senior managers
  • Oversee that all utility consumption, costs and associated carbon are tracked on a monthly basis and that high quality and accurate records are maintained for reporting purposes

Oversee and monitor the completion all report sheets and test certificates as necessary
  • Deputise for line manager as required
Operational Responsibilities
  • Work in accordance with the requirements of HTMs, HBNs, British Standards, ISOs, Model Specifications and all Statutory Regulations such as EPBR, Codes of Practice and Trust Policies and Procedures
  • Act on own initiative and advise senior staff of implications of technical issues
  • The role involves concentration for long periods of time e.g. on technical issues and ensuring an audit trail for paperwork during operational incidents
  • Analyse complex data and information regarding legislative compliance in order to ensure the Trusts responsibilities are met
  • Analyse and problem-solve technical issues, diagnose faults and find solutions in complex, multi-faced situations
  • Liaise with manufacturers regarding system failures
  • Provide specialist information to Consultants and Design Staff regarding complex systems and services to enable the provision of development and improvements to improve sustainability across the Trust
  • Immediately notify the Trust Senior Managers/Estates Managers and relevant APs of any deviation from the regulations
  • Report issues to the relevant line manager investigate and report any RIDDOR incidents.
  • Use all relevant PPE. and equipment within safety guidelines as necessary for the role
  • The post holder will be expected to be trained and experienced in order to communicate regularly with a high level of interpersonal skills with Estates staff, senior Trust staff, senior staff at outside agencies and other Trusts, Department of Health, NHS Estates, Local Authorities and other regulatory bodies such as the Environment Agency
  • Provide training, technical advice and support to trainees team members, assistants and contractors

Person Specification

Essential and Desirable


  • Degree in Engineering or Science, or Sustainability related discipline or equivalent experience e.g. Management NVQ 4/5
  • Must have additional post-graduate level knowledge either through a relevant Masters' qualification or equivalent experience.
  • Demonstrable substantial full-time specialist experience gained from working in a complex multi-site environment.
  • Demonstrable Specialist knowledge - sustainability, carbon management, energy management and environmental management including strategic awareness, business case preparation and presentations
  • Demonstrable experience of developing, agreeing and delivering new policies and procedures.
