The Trust is looking to appoint an enthusiastic procurement professional to join the Procurement team. The successful candidate will be responsible for providing an effective and efficient procurement service across a range of stakeholders. The post holder will take responsibility for negotiating high-value or complex tenders and contracts for goods and services, achieving the most economically advantageous outcomes for the Trust.

The Procurement department provides procurement and supply chain services to the Trust. The department takes responsibility for developing strategies to meet the procurement needs of individual directorates and the Trust as a whole, and for delivering measurable savings from revenue expenditure in line with the Trust's formal Savings Plan. An exciting opportunity has arisen for a Procurement Manager to join the Procurement department a role which will be pivotal in delivering substantial savings to the Trust.

Main duties of the job

  • To deliver against agreed annual cost reduction targets and report on action taken, taking specialist responsibility for specific Departments and product categories.
  • Develop and manage relationships with senior clinicians, managers, suppliers.
  • To liaise with senior procurement staff within other NHS Trusts and partners to identify opportunities for improving value.
  • To ensure appropriate customer input into the procurement decision-making process.
  • To ensure that Standing Financial Instructions and Standing Orders, Procurement Regulations and other statutory and regulatory requirements are followed.
  • Conduct formal high-value tenders in line with English Legislation.
  • Research the marketplace, giving due consideration to financial status of suppliers ability to supply and maintain continuity of supply. Undertake product and equipment evaluations/trials and site visits as necessary.
  • Conduct detailed evaluation of tender returns, using appropriate financial assessment and purchasing and supply criteria. Ensure products and supplier meet required standards according to English law.
  • Ensure that procedures are carried out in a timely manner in accordance with the needs of the organisation.
  • Prepare Freedom of Information files and provide prompt responses to F.O.I. requests.
  • Award contracts, providing formal de-briefings to suppliers and departments as necessary.
  • Prepare and update tender reports and record/report savings.

Person Specification

Education and Qualifications


  • 4 GCSE or equivalent including Maths & English, grade C/4 or above or equivalent qualifications/experience
  • Holding or studying towards Chartered Institute of Purchasing and Supply Diploma, or at least NVQ Level 4 in relevant subject.


  • A degree in a business-related subject



  • Extensive and relevant experience in tendering in a procurement environment.


  • Responsibility for managing complex tenders
  • Experience of managing staff

Further Training


  • Must be prepared to become CIPs qualified
