A fantastic opportunity has arisen for an individual with extensive experience in governance and the management of risk to join the HWE Elective Care Hub programme.

The Governance Manager role has been created to design, implement and maintain a robust governance framework, which ensures the safe care of patients and good clinical outcomes for those patients attending the new facility based in St Albans.

The new ringfenced Elective Care Hub will provide elective surgery for patients from all three acute trusts in the HWE ICS and will reduce the waiting times for surgery in Orthopaedics and ENT.

The Governance Manager will work with operational and governance colleagues across the system to develop robust processes to manage risks, incidents, complaints and ensure the accurate, timely reporting of clinical outcomes.

The post holder will support a highly efficient team who aim to achieve same day discharge for 40% of hip and knee surgery patients and will play a pivotal role in achieving the GIRFT Elective Hub accreditation.

This key role requires strong interpersonal, leadership skills and communication skills. The Governance Manager will be proactive and organised and able to overcome barriers, be competent in report writing and be confident to constructively challenge colleagues at all levels.

Main duties of the job

The post holder will manage and lead the quality governance agenda within the elective care hub and will support the development in risk awareness and risk management practices.

They will ensure clinical outcomes are reviewed and reported back to each organisation, ensuring the highest level of care for the 4,400 patients who will attend the elective care hub each year.

The post holder will be responsible for setting up and introducing a robust governance framework by linking with the respective governance teams at East and North Hertfordshire NHS Trust (ENHT), Princess Alexandra NHS Trust (PAH) and West Hertfordshire NHS Trust (WHTH).

They will set up methods to monitor compliance and will play a key role in the reporting of clinical outcomes, including the Patient Reported Outcome Measures (PROMS), National Joint Registry (NJR) and Getting It Right First Time (GIRFT) standards.

The Governance Manager will maintain information systems which identify exposure to risks in clinical activity and will provide leadership and expert advice on matters relating to the quality governance agenda.

The role will include facilitating 'lessons learnt' discussions and providing feedback, ensuring the appropriate changes are identified and implemented where necessary and ultimately driving improvement within the elective care hub.

Education and Qualification

Essential

  • Education to Degree level or equivalent.
  • Additional RCA risk management training/education or equivalent experience.


Desirable

  • PRINCE 2 or equivalent Quality Improvement qualification/training.
  • Degree in management or related subject.
  • Evidence of on-going training/continued professional development in Governance and Risk Management.


Knowledge

Essential

  • Knowledge of surgery and surgical services.
  • Detailed knowledge of Governance and Risk systems and processes.
  • Knowledge of DATIX system or equivalent reporting system.
  • Knowledge of CQC, NICE and CEPOD guidelines.
